ACT NO. 2422
AN ACT PROVIDING THAT THE JUSTICES OF THE PEACE, IF DULY QUALIFIED LAWYERS, AT THE CAPITALS OF THE PROVINCES OF THE DEPARTMENT OF MINDANAO AND SULU, EXCEPT THE PROVINCE OF ZAMBOANGA, MAY ACT BY DIRECTION OF THE SECRETARY OF FINANCE AND JUSTICE AS EX OFFICIO REGISTERS OF DEEDS FOR THEIR PROVINCES, AND FOR OTHER PURPOSES
WHEREAS, under existing legislation the only register of deeds for the Department of Mindanao and Sulu resides at Zamboanga, capital of the department;
WHEREAS, the great distance between the provinces of the Department of Mindanao and Sulu and the capital thereof causes great injustice to property owners who desire to register their documents, and the public in general: Now, therefore,
SECTION 1. The Secretary of Finance and Justice is hereby authorized and empowered to designate the justice of the peace, if a duly qualified lawyer, at the capital of any province of the Department of Mindanao and Sulu, except the Province of Zamboanga, to act as ex officio register of deeds for the province.
SECTION 2. The register of deeds herein provided shall be subject to all the provisions of law in force in regularly organized provinces, and shall receive an extra compensation of not exceeding twenty-five pesos per month, to be fixed by the Secretary of Finance and Justice in the designation, the provisions of Act Numbered One hundred and forty-eight to the contrary notwithstanding.
SECTION 3. The Chief of the General Land Registration Office shall prepare regulations to properly carry out the provisions of this Act.
SECTION 4. This Act shall take effect on its passage.
