Designation of Registers of Deeds of Certain Provinces as Ex Officio Registers of Deeds of Respective Capitals
Republic Act No. 457, enacted on June 8, 1950, designates the Registers of Deeds for the provinces of Albay, Camarines Sur, and Negros Oriental as the ex officio Registers of Deeds for the cities of Legaspi, Naga, and Dumaguete, respectively, as long as these cities remain the capitals of their respective provinces. This provision overrides any existing laws that may conflict with it. The Act took effect immediately upon its approval and was published in the Official Gazette in July 1950.

REPUBLIC ACT NO. 457
AN ACT PROVIDING THAT THE REGISTERS OF DEEDS OF THE PROVINCES OF ALBAY, CAMARINES SUR AND NEGROS ORIENTAL BE THE EX OFFICIO REGISTERS OF DEEDS FOR THE CITIES OF LEGASPI, NAGA, AND DUMAGUETE, RESPECTIVELY, WHILE SAID CITIES CONTINUE TO BE THE CAPITALS OF SAID PROVINCES
SECTION 1. Any provision of existing law to the contrary notwithstanding, the registers of deeds of the Provinces of Albay, Camarines Sur and Negros Oriental shall be ex officio registers of deeds for the Cities of Legaspi, Naga and Dumaguete, respectively, while said cities continue to be the capitals of said provinces. cd
SECTION 2. This Act shall take effect upon its approval.
