SUPREME COURT ADMINISTRATIVE CIRCULAR NO. 9-01
IMPLEMENTING THE RESOLUTION CREATING THE PERSONNEL DEVELOPMENT COMMITTEE IN THE SUPREME COURT
WHEREAS, in its Resolution in A.M. No. 00-10-08-SC promulgated on 14 November 2000, the Court, acting on the letter of the President of the Supreme Court Assembly of Lawyer-Employees (SCALE) and of the Memorandum of 30 October 2000 of the Chief Administrative Officer, resolved to create a PERSONNEL DEVELOPMENT COMMITTEE in the Supreme Court pursuant to Civil Service Commission (CSC) MC No. 34, series of 1992, which shall be responsible for the formulation of policies and procedures and pre-screening requirements in recommending Supreme Court personnel for local and foreign-assisted scholarship programs and other priority training and development programs in line with the Court's Circular No. 11-99 (Attendance of Court Officials and Personnel in Trainings, Seminars, Workshops, and Conferences conducted in the Philippines) and A.M. No. 96-3-06-0 (Re: Guidelines on Requests for Travel Abroad on Official Business or Official Time by all members and personnel in the Judiciary).
WHEREAS, the Resolution in A.M. No. 00-10-08-SC provides that the Personnel Development Committee shall include the Presidents of the SCALE and the Supreme Court Employees Association (SCEA) as Members.
WHEREAS, pursuant to the Resolution of the Court in A.M. No. 99-12-08-SC promulgated on 18 January 2000, the Chief Justice and the Chairmen of the Divisions of the Court are given the power to, inter alia, appoint the officers and members of existing committees and to create ad hoc committees.
NOW, THEREFORE, the following officers and members of the Personnel Development Committee in the Supreme Court are hereby appointed:

The Chairman and Co-Chairman shall designate the Secretary of the Committee.
The term "SC personnel" in the Resolution in A.M. No. 00-10-08-SC includes the personnel in the Office of the Court Administrator.
The Committee shall forthwith formulate the policies and procedures and pre-screening requirements for local and foreign-assisted scholarship programs and other priority training and development programs mentioned in the Resolution in A.M. No. 00-10-08-SC which shall be submitted to the Court en banc not later than 31 March 2001 for its approval. AEcIaH
This Administrative Circular shall take effect on the first day of February 2001.
