SUPREME COURT MEMORANDUM ORDER NO. 40-10
CREATING THE HALLS OF JUSTICE COORDINATING COMMITTEE
WHEREAS, Section 6, Article VIII of the Constitution grants the Supreme Court administrative supervision over all courts and its personnel;
WHEREAS, in view of the dynamic needs of society and fast-changing trends in technology, there must be sustained effort to streamline and coordinate administrative functions of the Judiciary;
WHEREAS, in 2007, the Action Program for Judicial Reform (APJR) was created to build a strong foundation for the Judiciary and to reform the system to meet the challenging times;
WHEREAS, there is a need to create a body which will oversee the progress of the Court's on-going infrastructure projects under the APJR, particularly the construction of model Halls of Justice, to ensure their full and immediate implementation and address the continuing concerns of stakeholders; DEAaIS
NOW, THEREFORE, the Halls of Justice Coordinating Committee is hereby created and organized as follows:

The Manila Hall of Justice Committee reorganized under Memorandum Order No. 29-2010 dated July 5, 2010 and the assessment team (re: the construction and renovation of the Hall of Justice of Angeles City) created under Memorandum Order No. 21-2009 dated May 25, 2009 are hereby converted as sub-committees of the Halls of Justice Coordinating Committee.
The Chairperson, Working Chairperson, Vice-chairperson, Members and Members of the Secretariat of the Halls of Justice Coordinating Committee and its sub-committees, including those who have rendered service as part of the said Committee or sub-committees prior to the issuance of this Memorandum Order, shall receive the expense allowance presently authorized.
This Memorandum Order supersedes Memorandum Order No. 38-2010 dated August 10, 2010.
This Memorandum Order shall take effect upon its issuance this 13th day of August 2010.
