On March 17, 2014, the Supreme Court of the Philippines issued Memorandum Order No. 06-14, approving the construction of new Halls of Justice in Manila, Cebu City, and Cagayan de Oro. The order established a Bids and Awards Committee to oversee the procurement processes related to these constructions, as previously funded and organized by the Court in earlier resolutions. The committee is composed of a Chairperson, a Vice Chairperson, several members, and observers from various organizations, including government and non-government entities. All involved will receive standard expense allowances, and the memorandum took effect immediately upon issuance.

SUPREME COURT MEMORANDUM ORDER NO. 06-14

WHEREAS, the Court has approved the construction of the Manila Halls of Justice, the Cebu City Court of Appeals Building, and the Cagayan De Oro Court of Appeals Building;

WHEREAS, in the Resolution dated 17 July 2012 in A.M. No. 12-7-14-SC (Re: Allocation of Amounts for the Construction Costs of the Manila Hall of Justice, the Cebu Court of Appeals Building, and the Cagayan De Oro Court of Appeals Building), the Court has earmarked the funds for the construction of the said halls of justice;

WHEREAS, in the 02 October 2012 Memorandum Order No. 34-2012, the Court reorganized the Halls of Justice Coordinating Committee that shall oversee the progress of their construction; and

WHEREAS, the Court will undertake several procurements relative to the said construction;

In view of the foregoing, the Bids and Awards Committee for the construction of the Manila Hall of Justice and the Court of Appeals Buildings in Cebu and Cagayan De Oro is hereby CREATED to be composed of the following:
