CHED MEMORANDUM ORDER NO. 051-16

Pursuant to Republic Act No. 7722 or the Higher Education Act of 1994, the Commission is mandated to "formulate and recommend development plans, policies, priorities, and programs on higher education and research." Further, the Commission is tasked to "develop (a) criteria for allocating additional resources such as research and program development grants, scholarships, and other similar programs." Thus, in line with these mandates, and in consideration of the impact of the full implementation of Republic Act (RA) No. 10533 or the "Enhanced Basic Education Act of 2013," and the responsibility of the Commission under said law to provide support to higher education institutions (HEIs) and personnel during said period, the Guidelines on Eligibility of Displaced HEI Personnel to the Grants under the K to 12 Transition Program are hereby adopted and promulgated by the Commission, for the guidance of all concerned stakeholders.
ARTICLE I
Statement of Policies and Principles
1. The Commission recognizes that developing higher education personnel is critical in laying the foundation for a strong, quality education system, which will in turn translate to greater national growth and development.
2. Further, the Commission is fully cognizant that the transition to the K to 12 Basic Education Program will result in low enrollment in HEIs for a period of five years, from Academic Year (AY) 2016-2017 to AY 2020-2021, and will contribute to the displacement of HEI personnel during this transition period.
3. Considering that the Commission's mandate under RA No. 10533 is "to ensure the sustainability of the private and public educational institutions, and the promotion and protection of the rights, interests and welfare of teaching and non-teaching personnel," the K to 12 Transition Program was thus established by the Commission through Commission En Banc (CEB) Resolution No. 210-2015, offering a series of grants through which HEIs and affected HEI personnel can receive grants to advance content knowledge, promote knowledge production, and build capability through scholarships, research work and engagements with partners in various sectors.
ARTICLE II
Rationale and Objectives
1. The Commission aims to mitigate the effects of the K to 12 Transition Period on HEIs, as well as HEI personnel. This is line with the Commission's mandate to provide government assistance to HEI personnel affected by the K to 12 Transition Period. Thus, in line with this mandate, the Commission hereby expands the coverage of applicable K to 12 Transition Program Grants to ensure that displaced HEI personnel will be eligible for the same. 2. The implementing guidelines herein set forth shall define the implementation procedures and over-all regulations for the eligibility and subsequent availment by HEI personnel, both teaching and non-teaching, who were displaced by the implementation of the K to 12 Transition Period.
ARTICLE III
Definition of Terms
3. In these Guidelines, each of the following terms shall have the meaning stated below, unless its context as used herein clearly indicates otherwise:
a. Delivering HEI (DHEI) refers to an HEI approved to deliver graduate programs for the scholarships for graduate studies in the K to 12 Transition Period, authorized under CHED Memorandum Order (CMO) No. 4, series of 2016.
b. Deloaded HEI personnel refers to a higher education personnel, whether teaching or non-teaching, who is retained as an employee in the HEI but received reduced or no workload due to the implementation of the K to 12 Basic Education Program.
c. Displaced HEI personnel refers to a former higher education personnel, whether teaching or non-teaching, who is separated from employment with the HEI due to the implementation of the K to 12 Basic Education Program, regardless of manner of displacement (i.e., retrenchment, redundancy, non-renewal of contract, or other analogous circumstances of displacement).
d. Full-time employment refers to the employment of an HEI personnel who meets all the following requirements, regardless of tenure:
i. Is paid monthly or hourly, based on the regular work load as provided in the policies, rules and standards of the Commission and the institution;
ii. Who devotes not less than eight (8) hours of work a day for five (5) days, for a total of 40 hours worth of work per week, or the regular teaching load for the teaching personnel;
iii. Who have no other remunerative occupation elsewhere requiring regular hours of work, except when permitted by the HEI; and
iv. Who is not working full-time in any other HEI.
e. Grant Contract refers to the voluntary and legally binding written agreement executed by the Commission and the Grantee binding the Grantee to undertake the grant and complete the requirements thereof, including the rendering of return service. Every grant contract shall specify the grant received, term and nature of the grant, date of effectivity, and such terms and conditions of employment as may be consistent with laws, and CHED's policies, rules and regulations. The personnel concerned shall be furnished a copy of the grant contract.
f. Grantee refers to a displaced HEI personnel awarded with a K to 12 Transition Program Grant.
g. Host Institution refers to the institution that has agreed to receive Grantees for a specific period, and wherein a Grantee is formally accepted to undertake the grant. This may refer to:
i. A DHEI for the Scholarship for Graduate Studies;
ii. A Sectoral Engagement Partner for Sectoral Engagement Grants;
iii. A program provider for Professional Advancement and Postdoctoral Study Grant; and
iv. An HEI permitted by the Department of Education (DepEd) to offer SHS for SHS Support Grants.
h. K to 12 Basic Education Program encompasses at least one (1) year of kindergarten education, six (6) years of elementary education, and six (6) years of secondary education, in that sequence. Secondary education includes (4) years of junior high school and two (2) years of senior high school education. 1
i. K to 12 Transition Program refers to the program established by the Commission through CEB Resolution No. 210-2015, providing grants to HEI personnel to advance content knowledge, promote knowledge production, and build capability through scholarships, research work and engagements with partners in various sectors.
j. Non-teaching personnel refers to HEI personnel undertaking the following functions:
i. Occupying supervisory positions involved in the Implementation of the policies of the HEI;
ii. Perform certain prescribed academic functions directly supportive of teaching, such as registrars, librarians, guidance counselors, researchers and others performing similar functions including institution officials responsible for academic matters and affairs; and cTDaEH
iii. Rank-and-file employees of the HEI engaged in administrative functions and maintenance of the institution.
k. Part-time employment refers to the employment of an HEI personnel who do not meet all the requirements for full-time employment.
l. Provisional Notice of Award refers to the written communication so titled, issued by the Commission to the Grantee, requiring, among others, the fulfillment of post-award requirements in order to be entitled to the Grant that he/she has applied for under the K to 12 Transition Program.
m. Return Service refers to the service to be rendered by the Grantee as part of Grantee's obligations under the grant after undertaking the grant in a host institution. Under this return service obligation, the Grantee is required to work in any CHED-recognized HEI or any other institution providing allied services to the academia in the Philippines for a period equivalent to a 1:1 ratio, with one year of return service for every year of privilege or any fraction thereof, within five (5) years after availment of the grant but preferably in the semester immediately after availment.
n. Regional K to 12 Transition Program Management Unit refers, collectively, to all the personnel in every CHED Regional Office primarily tasked to support the rollout and implementation of the K to 12 Transition Program and its component projects to ensure the timely and efficient delivery of services, availability of up-to-date information on relevant policies and guidelines and the readiness of support to various stakeholders in their respective regions.
o. Sectoral Engagement partner refers to the Host Institution for Sectoral Engagement Grants that has agreed to receive Grantees for sectoral engagement for a specific period, and wherein said Grantee is formally accepted to undertake the grant. A Sectoral Engagement Partner is either a CHED-approved industry, civil society, or government partners offering sectoral engagements for the K to 12 Transition Program under the Sectoral Engagement Grants.
p. Senior High School (SHS) refers to two (2) years of compulsory specialized upper secondary education where students may choose a specialization based on aptitude, interests, and school capacity. The choice of career track defines the content of the subjects a student shall take in Grades 11 and 12. DepEd is the government authority tasked with granting permits for schools to offer SHS.
q. Teaching personnel refers to HEI personnel who are formally engaged in actual teaching or in research assignments, either on full-time or part-time basis.
r. Transition Period in the context of these Guidelines and higher education in general, it refers to the five-year period from SY 2016-2017 until SY 2020-2021, in which students nationwide will enroll in Senior High School instead of going straight to college thereby resulting in multi-year low enrollment.
s. Vetting Panel refers to grant-specific group of experts representing different but related disciplines or sectors, created to ensure that the selection of grantees and award of grants shall be consistent with the principles and standards set in the Implementing Arrangements for every grant under the K to 12 Transition Program.
ARTICLE IV
Available Grants for Displaced HEI Personnel
Displaced HEI personnel may avail of the following grants:
1. Graduate Education Scholarships (Refer to Appendix A for full Implementing Arrangements). In view of strengthening higher education, the K to 12 Transition Program provides displaced HEI personnel opportunities to avail of graduate education scholarships that aim to upgrade qualifications of said personnel and thus, lay the foundation for a strong, quality education system.
a. Full Scholarship for Doctoral Degree. Displaced HEI personnel may either take a new doctoral degree, or complete ongoing doctoral studies in the Philippines. Provided, that the doctoral degree is connected or relevant to the previous subjects taught, or previous designation of said personnel. Provided, further, that the scholar may study only in programs offered by DHEIs, as approved by the Commission.
b. Full Scholarship for Master's Degree. Displaced HEI personnel may take a new master's degree, or complete ongoing master's studies in the Philippines. Provided, the master's program must require a thesis and the master's degree is connected or relevant to the previous subjects taught, or previous designation of said personnel. Provided, further, that the scholar may study only in programs offered by DHEIs, as approved by the Commission.
c. Thesis or Dissertation Grant. Displaced HEI personnel with completed master's or doctoral coursework, and thus do not require a full scholarship, may still receive a grant to undertake research for completion of a master's thesis or doctoral dissertation, as applicable. The grant may be awarded to personnel who will be completing a thesis or a dissertation in a CHED-recognized HEI, even if not a DHEI, provided that the displaced HEI personnel completed his/her coursework in said institution. cSaATC
2. Sectoral Engagement Grants (Refer to Appendix B for full Implementing Arrangements). The K to 12 Transition Program offers Sectoral Engagement Grants, wherein the Commission affirms the role of HEIs to engage in extension activities in order for communities to benefit from knowledge generated and technology developed in HEIs, thereby creating synergies and supporting the education ecosystem, and contributing to local, regional and national development.
a. Industry. Displaced HEI personnel may engage with industry partners such as industry associations, organizations, coalitions, networks and private companies, in order to combat the perennial problem of job skills mismatch in the labor sector, which stems from, among others, the misalignment of classroom instruction and curriculum with industry needs, and the outdated experience of teaching personnel in industry, or lack thereof.
b. Civil Society. Displaced HEI personnel may immerse in duly accredited civil society organizations (CSOs), whether individual, or umbrella organizations, coalitions or network thereof. Provided, in the case of CSO umbrella organizations and networks, they must also be duly accredited by the Department of Social Welfare and Development (DSWD) to access public funds.
c. Government. Displaced HEI personnel may engage with government agencies, regional line agencies, local government units (LGUs), government-owned and controlled corporations (GOCCs), and affiliates and seek to open avenues for the technical expertise of HEI personnel to be used to solve local problems and fuel innovation through close collaboration with partners beyond the higher education sector.
3. Professional Advancement Grant (Refer to Appendix C for full Implementing Arrangements). Displaced HEI personnel may build expertise in their fields of specialization by undertaking non-degree professional advancement courses, under any of the following categories:
a. Graduate Certificate/Diploma Programs. Displaced HEI personnel may pursue certificate or diploma courses at the graduate level to deepen expertise in a specialized area. Displaced HEI personnel may also pursue ladderized programs that lead towards the attainment of a graduate degree. Provided, these programs must be offered by reputable institutions in the Philippines.
b. Leadership Development Programs. Displaced HEI personnel who have previously held leadership positions in their respective institutions may pursue leadership development programs offered by reputable business, professional, or higher education institutions in the Philippines.
4. Postdoctoral Study Grant (Refer to Appendix C for full Implementing Arrangements). Displaced HEI personnel with doctoral degrees may undertake research leading to a postdoctoral qualification, hosted by a reputable institution in the Philippines.
5. Senior High School Support Grant (Refer to Appendix D for full Implementing Arrangements). Displaced HEI personnel may engage in research programs and projects about Senior High Schools (SHS) that will ultimately benefit HEIs. The Commission shall provide support for action research geared towards the implementation of evidence-based and well-documented teaching and learning practices in SHS.
ARTICLE V
Minimum Eligibility Requirements
Displaced HEI personnel may apply for the grant provided that the Applicant complies with the following minimum eligibility criteria:
1. Filipino citizen;
2. Of good moral character;
3. Holder of minimum educational attainment as prescribed in the grant applied for, thus:

4. Former HEI personnel, whether teaching or non-teaching, of a CHED-recognized HEI, including private HEIs, State Universities and Colleges (SUCs) and Local Universities and Colleges (LUCs), with at least one (1) year of service in his/her previous HEI; cHDAIS
5. Displaced between AY 2015-2016 to AY 2020-2021 due to the implementation of the K to 12 Basic Education Program. An HEI personnel shall be deemed displaced if he/she is separated from employment with the HEI due to the implementation of the K to 12 Basic Education Program, regardless of manner of displacement (i.e., retrenchment, redundancy, non-renewal of contract, or other analogous circumstances of displacement).
6. Able to fulfill all the Terms and Conditions of the grant, including a return service obligation consistent with these guidelines.
Once an Applicant complies with the minimum eligibility requirements, grant-specific eligibility requirements shall also apply, as necessary, based on choice of grant.
ARTICLE VI
Qualifying and Selection Process
1. The Call for Applications, in order for displaced HEI personnel to avail of the grants, shall be issued twice a year through a Memorandum from the Office of the Chairperson. This Call for Applications for displaced HEI personnel shall be separate and distinct from the regular application period for deloaded HEI personnel.
2. To apply for a grant, the displaced HEI Personnel applicant (hereinafter, the "Applicant") shall apply online and submit his/her complete documentary requirements to the Commission (Refer to Appendix E: Checklist of Application Requirements). In the interest of efficiency in the application process, the Commission may implement mechanisms such as the use of online portals.
3. In the application, the Applicant shall choose three (3) grants in order of preference. This will allow for the concurrent evaluation of the Applicant for the preferred grants.
4. The Applicant assumes full responsibility and accountability on the validity, authenticity and veracity of the documents submitted, as evidenced by the Omnibus Certification of Authenticity. Any violation shall automatically disqualify the Applicant from the application process, cause the revocation of his/her privileges as Grantee of the Transition Program, and imposition of appropriate sanctions.
5. The Applicant shall initially be evaluated based on compliance with the Minimum Evaluation Criteria, and shall be granted equivalent scores and ranked accordingly. (Refer to Appendix F: Minimum Evaluation Criteria). Once an Applicant complies with the minimum eligibility requirements, the Applicant shall be screened according to grant choices, based on grant-specific eligibility requirements, and in the order specified by the Applicant. (Refer to Appendices A to D for the grant-specific requirements).
6. Applications shall be ranked based on garnered scores during evaluation, then screened according to grant choices in the order specified by the Applicant. The top-ranking Applicants per grant will qualify based on the grant quota and cutoff score as determined by the grant's Vetting Panel. An Applicant that does not qualify for its first choice shall be automatically screened for its second choice, and so on until the last choice indicated. (Refer to Appendix G: Procedure Flowchart)
7. The CEB shall approve the award of grants based on the recommendations of the respective Vetting Panels.
ARTICLE VII
Award of Grants
1. The Commission shall post the list of Grantees in conspicuous places in its Central Office and Regional Offices, as well as in the websites of the Commission and the K to 12 Transition Program.
2. The Provisional Notice of Award of the grants are contingent on Grantee's compliance with post-award requirements, thus:
a. For Scholarship Grants, Grantee's admission to a CHED-recognized DHEI;
b. For Sectoral Engagement Grants, Grantee's acceptance to a sectoral partner;
c. For Professional Advancement and Postdoctoral Grants, Grantee's acceptance into an approved program;
d. For Senior High School Support Grants, acceptance of Grantee's action research proposal by the host institution.
3. The Commission shall advise the Grantee to commence the grant as soon as the grant papers are in order. During the entire period of the grant, the Grantee must fully comply with the grant-specific requirements necessary for disbursement. (Refer to Appendices A to D for the grant-specific requirements). Grants with incomplete requirements shall not be processed for disbursement.
4. The Provisional Notice of Award is valid and may only be availed of by the Grantee within one year from date of issuance. After the expiration of the Provisional Notice of Award, the Grantee may re-apply in the next call for applications.
ARTICLE VIII
General Terms and Conditions
1. A Grantee with executed grant contract shall be entitled to receive financial benefits and privileges as stipulated in their respective grants. Provided, all necessary requirements are submitted to the Commission. Delays in submission will also entail delays in the receipt of these benefits. ISHCcT
2. Grantee may not change the program of study or engagement without first securing the written permission from the Commission. The Commission reserves the right to withhold benefits, or terminate the grant for Grantees that do not submit complete and current documentary requirements.
3. The Grantee shall finish the grant within the allowable period indicated for said grant.
4. Grantee may leave the country while the grant contract is in force. Provided, Grantee seeks written clearance from the Commission at least two (2) weeks before leaving the country.
5. The Grantee shall submit monitoring and evaluation reports as required by the grant to the Commission. The Commission may conduct monitoring activities and seek additional information and reports from the Grantee as the need arises. Grantee shall submit oneself to the monitoring activities and timely comply to said requests by participating in surveys and other forms of communication and information requests made by the Commission through the K to 12 Program Management Unit. The Commission reserves the right to use data and information gathered from these monitoring and evaluation reports in furtherance of its programs. (Refer to Appendices A to D for the grant-specific requirements.)
6. The Grantee shall submit the Liquidation Report, together with documentary proof of all disbursals and expenses, to the Commission as required by the grant, if any. (Refer to Appendices A to D for the grant-specific requirements.)
7. For the Grantee who wishes to go on Leave of Absence (LOA) from his/her host institution, as applicable, an approved LOA must first be obtained from the latter, then submitted to the Commission, along with a written request for an LOA. If found acceptable, the Commission shall approve said request in writing but may require the Grantee to repay the financial privileges received, as deemed appropriate.
8. Grantee is allowed to defer or withdraw from availment of the grant through the submission of a formal letter addressed to the Chairperson of the Commission, detailing the reasons for the deferment or withdrawal. Deferment or withdrawal shall be subject to the approval of the Commission.
9. The Grantee shall maintain up-to-date profiles and supply other information required on the CHED Online Portal, when available or any other online presence of the Commission.
ARTICLE IX
Return Service
1. The Applicant shall provide the Commission a Return Service Plan, according to the standards set by the Commission. The template shall be provided by the Commission, and shall be submitted by the Applicant during application.
2. Once issued a Provisional Notice of Award, the Grantee shall sign a Grant Contract that requires him/her to work in any CHED-recognized HEI or any other institution providing allied services to the academia in the Philippines. Grantee shall render return service provided it follows a 1:1 ratio, (i.e., one year of service for every year or a fraction thereof, whether full- or part-time, in which the grant was availed). Return service must be undertaken by the Grantee within five (5) years after availment of the grant but preferably in the semester immediately after availment. Should the Grantee fail to meet this obligation, the Commission shall impose pertinent sanctions as indicated in Article XII of these Guidelines.
3. The Grantee is mandated to serve in any CHED-recognized HEI in the country, or any other institution providing allied services to the academia, whether public or private, preferably in accordance with the roles and nature of their respective professions, but not limited to teaching, training, research, or extension. An institution providing allied services to the academia is any institution concerned with the pursuit of research, higher education, and scholarship.
4. Upon completion of the return service, the Grantee shall submit to the Commission a written notice showing completion of the return service obligation, together with the Certificate of Employment covering the period of the return service. Thereafter, the Commission shall issue a Certificate of Completion to the Grantee and relieve him/her of all obligations under the grant.
ARTICLE X
Regional Monitoring and Evaluation
In support of these grants, the Regional K to 12 Transition Program Management Unit shall implement these grants, regularly monitor the same and ensure strict compliance with the provisions of these guidelines in their respective regions, as follows:
1. Dissemination to and discussion of these guidelines with displaced HEI personnel;
2. Receipt and acknowledgment of hard copy submissions;
3. Assistance to displaced HEI personnel in the online applications and the provision of other related technical assistance to potential applicants;
4. Briefing and information-sharing with teacher organizations and other local and regional stakeholders;
5. Tracking and accounting of Grantees in their respective regions for proper monitoring; CAacTH
6. Gathering of data and information in relation to the displaced HEI personnel in support of policy formulation, program implementation, monitoring and evaluation;
7. Provision of support to the K to 12 Transition Program Unit at the Central Office in the implementation of the grant through, among others, facilitating receipt of applications and documentary requirements and processing of disbursements;
8. Regular monitoring, analysis and evaluation of the implementation of the grants and preparation of monitoring reports and feedback;
9. Submission of monitoring, analysis and evaluation reports on a quarterly basis to the Commission through the K to 12 Program Management Unit;
10. Liaising with interagency counterparts in the Department of Education (DepEd), Department of Labor and Employment (DOLE) and the Technical Education and Skills Development Authority (TESDA) Regional Offices to ensure streamlined implementation of all mitigation efforts for displaced HEI personnel in all agencies; and
11. Such other analogous undertakings as may be deemed necessary by the Commission to ensure successful implementation of the grants.
ARTICLE XI
Termination of the Grant
The Commission has the right to terminate the grant, under any of the following circumstances:
1. The Grantee fails to obtain the approval of the Commission before changing courses or engagements, as originally approved;
2. The Grantee fails to obtain the approval of the Commission before deferring, filing a leave of absence or withdrawing during the period of the grant;
3. Other justifiable grounds which prove the inability of the Grantee to complete his/her grant (e.g., poor health);
4. Death of the Grantee;
5. Non-availability or exhaustion of funds;
6. The Grantee fails to complete the grant within the specified period;
7. The Grantee fails to comply with any of the Terms and Conditions of the grant and these guidelines;
8. The Grantee fails to comply with relevant CHED issuances, issued, and to be issued in the future;
9. Any act of immorality, drunkenness, dishonesty, and any other form of misconduct;
10. Conviction of any crime by a court or proper administrative body; and
11. Such other acts as may be considered by the Commission as inimical to the interest of the government of the Republic of the Philippines and those that adversely affect the integrity of the K to 12 Transition Program.
In addition, except for cases of poor health or death of the Grantee, he/she will no longer be eligible for further grants from the Commission.
ARTICLE XII
Sanctions and Payment of Obligations
Failure to fulfill the obligations stated herein shall result in administrative or criminal action, and shall disqualify the Grantee from any other further CHED grant. Further, all financial support extended to the Grantee shall be repaid by the Grantee to the Commission in case any of the grounds for termination as indicated in this Order occur, except when the grant is terminated due to lack of funds, death of the Grantee or other justifiable grounds which prove the inability of the Grantee to complete his/her grant (e.g., poor health).
ARTICLE XIII
Waiver of Accountabilities
Upon successful completion of return service, the Grantee shall be relieved of all accountabilities under the grant contract and the K to 12 Transition Program.
ARTICLE XIV
Harmonization with Existing CMOs on the K to 12 Transition Program Grants
These Guidelines shall supplement existing CMOs on the K to 12 Transition Program Grants and shall apply only to the eligibility of displaced HEI personnel to said grants. All other provisions of said CMOs shall remain in effect. In the event of any inconsistency or conflict between these Guidelines and said CMOs as applied to displaced HEI personnel, the terms, provisions and conditions contained in these Guidelines shall govern and control.
ARTICLE XV
Separability Clause
If any part or provision of this Order is declared unconstitutional or inconsistent with other rules and regulations of the Commission, any part or provision not affected thereby shall remain in full force and effect. IAETDc
ARTICLE XVI
Effectivity
This CMO shall take effect immediately after its issuance and shall remain in force for the duration of the K to 12 Transition Period, or from AY 2016-2017 to AY 2020-2021.

Full Implementing Arrangements for Graduate Education Scholarships
A. Qualifying and Selection Process
1. Scholarship Applicants who pass the minimum eligibility criteria are further evaluated according to the following general areas of consideration, by the duly appointed Technical Working Group for Graduate Scholarships sitting as the National Screening Committee. The criteria are evaluation are as follows:
a. Alignment of the chosen field of study with previous teaching discipline or previous work assignment; and
b. Potential of each individual Applicant to become a leader or a productive researcher in the field, in the region, or country as evidenced by academic track record and past research outputs.
2. The scholarship shall commence after the Grantee has been awarded the Provisional Notice of Award, contingent upon the scholar's admission to a CHED-recognized DHEI, and subject to compliance with the criteria, processes, and policies of the said DHEI.
B. Privileges and Incentives
Grantees awarded with full masters or full doctoral scholarships shall receive a scholarship package inclusive of tuition and other fees; annual book allowance; monthly living allowances; transportation assistance; thesis, dissertation, special/capstone project allowance; and group insurance, while thesis, dissertation, special/capstone projects Grantees shall be entitled to the corresponding thesis, dissertation, special/capstone project allowance only to the exclusion of the other privileges and incentives, thus:

The Commission shall update the scholarship amount regularly, benchmarking with other scholarship-granting bodies and adjusting for inflation, as required.
Upon verification of the required thesis, dissertation, or special/capstone project submissions by the Commission, the Grantee shall be provided a Certificate of Acceptance by the Commission through the K to 12 Transition Program Management Unit which shall serve as part of the Grantee's clearance from his/her obligations.
The Grantee may also avail of the following incentives and auxiliary grants:
1. Early Completion Incentive. The Grantee who obtains his/her respective degree at least one regular term (semester, trimester or quarter) ahead of the approved plan of study shall be entitled to a cash incentive equivalent to the total remaining stipend for the scholarship period.
2. Dissemination Grant. The Grantee may apply for a grant to participate in paper presentations or conferences in the Philippines or abroad, subject to the evaluation and approval of the Commission, and availability of funds. The grant amount will be set on an annual basis and benchmarked with other grants of the same nature. (Separate guidelines shall be issued by the Commission) DcHSEa
C. Grant-Specific Terms and Conditions
1. The Grantee may pursue the degree in any DHEI, regardless of the prospective DHEI indicated in the application, and without requiring prior approval from the Commission, provided, that the Grantee pursues the approved degree program.2
2. The Grantee must enroll in the program of study and field of specialization and may not change the program of study or specialization without first securing the written permission from the Commission.
3. The Grantee for master's or doctoral degrees shall enroll based on the approved plan of study or at least nine (9) units study load per term except during the last term, except in cases which the Grantee has no control of, such as non-availability of subjects. In such cases, the Grantee shall secure a letter from the DHEI, through the Grants Management Office, informing the Commission of such a case. Failure to comply may cause the Commission to revoke or suspend the benefits of the Grantee during the semester.
4. Generally, the Grantee is required to finish the degree within two (2) years for master's and three (3) years for doctoral degree, with a maximum of four (4) years allowed for the latter for the purpose of further dissertation research. However, exceptions may be allowed by the Commission based on the plan of study of the Grantee duly approved by the DHEI. The time limit shall be adjusted accordingly for the Grantee who avails of the grant for ongoing master's or doctoral degrees according to the units of coursework or amount of research still to be undertaken.
D. Monitoring and Evaluation
Each Grantee shall be required to make the following submissions to the Commission for the duration of the scholarship, through the DHEI or the CHED Online Platform, when available:

Full Implementing Arrangements for Sectoral Engagement Grants
A. Qualifying and Selection Process
1. Sectoral Engagement Grant Applicants who pass the minimum eligibility criteria are further evaluated by the Sectoral Engagements Vetting Panel based on the following general areas of consideration:
a. Competencies in handling work outside of the academe (i.e., extra-curricular work, previous work experience); and
b. Strategic direction of the Personnel specifically aligned to the objectives3of the Sectoral Engagement Grants:
i. Update of Personnel's own knowledge and alignment to practice in the relevant sector/s; and
ii. Insights gained from on-the-ground experience to inform classroom instruction, particularly in intentionally preparing and equipping learners with knowledge and skills needed for the workplace.
2. Upon receipt of the Provisional Notice of Award, the Grantee shall proceed to the matching phase.
a. For those undertaking the grant under CHED-initiated Partnerships, upon receipt of Provisional Notice of Award, each Grantee may apply for an engagement under the Sector approved for him/her by the Commission, and may select from the menu of possible engagements. The Grantee may apply to different CHED-accredited partners, subject to screening by the same. Once the Sectoral Engagement Partner approves the application, the Grantee will provide confirmation to the Partner and to the Commission.
b. For those undertaking the grant under personnel-initiated partnerships, these partnerships are likewise submitted to the Commission for approval. Upon receipt of the Provisional Notice of Award, and approval of the partnership, the Grantee is automatically admitted to the personnel-initiated partnership. SCaITA
c. Upon confirmation of the Grantee's engagement for the semester or academic year, and completion of the necessary documentary requirements, the Commission shall facilitate the disbursal of funds to each individual Grantee.
B. Privileges and Incentives
1. The Grantee shall be entitled to monthly grants according to the nature of engagement (full-time or part-time), duration of engagement, and his/her highest educational attainment. Grants are disbursed upon the submission and acceptance of the monthly accomplishment report. The grant amounts are as follows:

The mode of engagement shall depend on the needs of the Grantee and the terms of engagement with the Sectoral Partner.
2. Each Grantee may avail of Sectoral Engagement Grants for a maximum cumulative duration of two (2) academic years. In the computation of the maximum duration, one full time semester will be deemed as one-half (1/2) of an academic year, and one part time semester will be deemed as one fourth (1/4) of an academic year. The semesters covered by the grant do not have to be consecutive.
3. The Grantee may seek to be hosted by CHED-accredited partners, or initiate their own partnerships, subject to the approval of the Commission.
4. Engagements must be in accordance to the modes and lengths previously approved by the Commission.
5. During the course of the engagement, the Grantee takes on various roles and tasks with the Sectoral Partners, including work immersion arrangements, the provision of technical services, or the conduct of commissioned research.

a. The Applicant must be able to demonstrate the suitability of the course taken and its relevance to his/her teaching specialization, research, creative or extension practice; or its importance in building local, regional or national competence, consciousness and conscience, in line with CMO No. 3, series of 2016, Appendix 1.
b. The program must be delivered by a CHED-recognized HEI, or a reputable HEI affiliate, business or professional organization, in the Philippines.
2. The grant shall commence upon successful admission to the intended program, as well as the presentation of the proof of admission (e.g., signed letter of acceptance).
3. Upon receiving the Provisional Notice of Award, the Grantee must submit the following:
a. Grant Contract;
b. Proof of Admission to Professional Advancement Program/Postdoctoral Fellowship;

Full Implementing Arrangements for Senior High School Support Grant
A. Qualifying and Selection Process
1. Applicants for the Senior High School Support Grant who pass the minimum eligibility criteria must partner with a host institution, which must be an HEI permitted by the Department of Education to offer SHS during the K to 12 Transition Period. The Commission will endeavor to provide a list of potential host institutions, through the K to 12 Transition Program website or the online portal, when available.
2. Further, upon partnership with the host institution and receipt of the Provisional Notice of Award, the Grantee shall submit an Action Research Proposal to the Commission following the prescribed format to be provided by the Commission. This proposal shall be further evaluated by the Vetting Panel based on the following general areas of consideration:
a. The Action Research Proposal of the Grantee must be geared towards the improvement of college instruction, upgrade HEI's research outputs, solve real-world problems, and apply up-to-date instructional methods in the implementation of SHS.
b. The Action Research Proposal itself must be:
i. Research driven
• The design is based on a clear, researchable, and relevant problem.
• The design includes prior research on the context of the problem.
• The design uses evaluation methods coming from multiple data sources.
ii. Valuable to HEI instruction
• The result of the research generates new information and knowledge for college curriculum that can help align HEIs with K to 12. AHDacC
• The results of the research enhances the delivery of HEI instruction, potentially impacting classroom practices, teaching strategies, materials development, and assessment tools.
iii. Feasible and viable
• The budget and work schedule is reasonable to achieve the project objectives.
• The budget and work schedule ensures transparent, accountable, and responsible use of funds.
B. Privileges and Incentives
1. The support provided by the Commission under the SHS Support Grants shall take the form of funding. A maximum of Php50,000 shall be awarded. The Grantee shall submit a Work and Financial Plan to the Commission following the prescribed format to be provided by the Commission.
2. The Grantee shall be entitled to a grant for the duration of one (1) semester only, and shall be in accordance with the following disbursal schedule:

1. The Grantee must conduct the approved Action Research in at least one (1) Senior High School class in an HEI permitted by the Department of Education to offer SHS during the K to 12 Transition Period;
2. The Grantee must secure all documents necessary for the conduct of the Action Research such as approval of the host institution, consent forms, waivers and the like;
3. The Grantee must fully disclose to the Commission all counterpart funding in order to avoid duplication of funds;
4. The funding provided under the grant must only be used for the purposes indicated in the Work and Financial Plan approved by the Commission, according to the general guidelines, when applicable; and
5. Updates must be submitted to the Commission on the conduct of the grant at the end of every semester, when applicable.
D. Monitoring and Evaluation
Each Grantee will be required to make the following submissions to the Commission for the duration of the engagement:

Given the foregoing, the Commission is now calling for applications to the grants under the K to 12 Transition Program covering the period Academic Year (AY) 2016-2017 to AY 2020-2021 for availment of displaced HEI personnel. Online Application Procedure for Displaced HEI Personnel to Grants under the K to 12 Transition Program
Call for Applications AY 2016-2017
Before Online Application
1. The Applicant shall download the Return Service Plan and Medical Certificate templates from this link: chedk12.wordpress.com/interagency/.
a. The Return Service Plan should be accomplished by the Applicant in English, typewritten or printed in black ink. Upon accomplishment of the Return Service Plan, the Applicant shall affix his/her signature on the document using a permanent black pen to ensure that the document will not be tampered or altered.
b. The Medical Certificate must be accomplished by a physician.
2. The Applicant shall scan the following supporting documents, which shall be uploaded during online application, following the naming convention. Attachments that do not follow the prescribed naming convention shall not be recognized.

During Online Application
1. The Applicant shall go to the Online Application link: bit.ly/chedgrantsfordisplaced
2. The Applicant shall encode the corresponding responses to the following:
a. Online Curriculum Vitae aCIHcD
b. Online Application Form
3. The Applicant shall choose three (3) grants in order of preference. This will allow for the concurrent evaluation of the Applicant for the preferred grants.
4. The Applicant shall then upload all the abovementioned supporting documents (Attachment A to F), named using the prescribed format.
5. After uploading all necessary files, the Applicant shall certify to the "Omnibus Certification of Authenticity" clause indicated in the Online Application. By certifying to the Omnibus Certification of Authenticity, the Applicant assumes full responsibility and accountability on the validity, authenticity and veracity of the documents submitted.
6. The Applicant shall also acknowledge agreement to the "Terms and Conditions" clause indicated in the Online Application. By agreeing to said "Terms and Conditions," the Applicant understands, accepts and agrees to all the terms and conditions indicated in these Guidelines on Eligibility of Displaced HEI Personnel to the Grants under the K to 12 Transition Program.
After Online Application
1. The Applicant will receive an email from the Commission three (3) to five (5) working days from submission of the application notifying the Applicant of the success and completion of the application. This email shall include the Notification of Receipt of Application, the Reference Number, and a soft copy of the online "Application Form." The Applicant must download the Application Form and affix his/her signature on the said document.
2. The signed hard copy of the "Application Form" shall be submitted to the Applicant's respective Regional K to 12 Transition Program Management Unit, together with the hard copies of all supporting documents, from Attachment A to F. Applications submitted with incomplete requirements shall NOT be processed.
