Amendments to CHED Memorandum Order No. 4, Series of 2016: "Guidelines for Graduate Education Delivery for Scholarships for Graduate Studies — Local for Higher Education Institution (HEI) Teaching and Non-Teaching Personnel under the K to 12 Transition Program"

CHED MEMORANDUM ORDER NO. 002-17

 

In accordance with the pertinent provisions of Republic Act No. 7722 of the Higher Education Act of 1994, the Commission on Higher Education released CHED Memorandum Order (CMO) No. 4, series of 2016, entitled Guidelines for Graduate Education Delivery for Faculty and Staff Development in the K to 12 Transition Period. In line with the Commission's continued efforts to refine, nuance, and increase the responsiveness of its policies, CMO No. 4, s. 2016, is hereby amended as follows: HTcADC

SECTION 1. CHED Memorandum Order No. 4, series of 2016 shall hereinafter be referred to as "Guidelines for Graduate Education Delivery for Scholarships for Graduate Studies — Local for Higher Education Institution (HEI) Teaching and Non-Teaching Personnel under the K to 12 Transition Program".

SECTION 2. The whereas clause is hereby amended to read as follows:

"Pursuant to Republic Act 7722, which states that it is the responsibility of the State to protect, foster and promote the right of all citizens to affordable quality education at all levels, and (2) take appropriate steps to ensure that education shall be accessible to all; and which mandates the Commission to (1) formulate and recommend development plans, policies, priorities, and programs on higher education and research, and (2) identify, support and develop potential centers of excellence in program areas needed for the development of world-class scholarship, nation building and national development, the Guidelines for Graduate Education Delivery for Scholarships for Graduate Studies — Local for Higher Education Institution (HEI) teaching and non-teaching personnel under the K to 12 Transition Program are hereby adopted and promulgated by the Commission, for the guidance of all higher education institutions (HEIs):"

SECTION 3. Article I of CMO No. 4, s. 2016 is hereby amended to read as follows:

"Article I

Statement of Principles and Policies

1. x x x

2. Graduate education is at the apex of the educational system, leading the country in world-class scholarship, and should thus be structured to enhance the quality, efficiency, and effectiveness of higher education. Further, the Commission recognizes the critical role that graduate education of teaching personnel plays in building competence, national and cultural rootedness, and enhancing consciousness and ethical moorings.

3. Given the rapid development in information and communications technology, and increasingly diverse modes in how educational programs are delivered, the Commission shall endeavor to offer flexible modes of delivery, through the types described in Article III. Further, qualified teaching and non-teaching personnel are essential to improve institutional capacities and capabilities for implementing quality programs, making upgrading of qualifications of said personnel a priority of the Commission, as stipulated in the Higher Education Reform Agenda (HERA). aScITE

4. The transition to the K to 12 system will result in low enrollment in HEIs for a period of five years, from SY 2016-2017 to SY 2020-2021, reducing the teaching and work loads of HEI teaching and non-teaching personnel — effectively eliminating the usual constraints to the completion of further studies, among them, heavy teaching loads and being recalled by their sending institutions and thus — providing the impetus to rationalize and enhance graduate education nationwide during this period and beyond.

5. The Commission understands that one of the major limitations for many HEI teaching and non-teaching personnel in pursuing graduate studies is the lack of available quality graduate education programs across disciplines and regions in the country, which consequently limits efforts to upgrade qualifications of said HEI personnel, thereby necessitating the expansion of the supply of strong graduate education programs. The establishment of such programs during the K to 12 Transition Period aims to equip 70 percent of HEI teaching personnel with graduate degrees by 2021, bringing the Philippines up to par with our ASEAN neighbors. This is also in view of expanding the fields of expertise and specializations available in the country, particularly in emerging disciplines critical to academic, regional and national development, and where experts are scarce.

6. In view of strengthening higher education, the Commission hereby establishes the Guidelines for Graduate Education Delivery for Scholarships for Graduate Studies — Local for Higher Education Institution (HEI) Teaching and Non-Teaching Personnel under the K to 12 Transition_ Program. The implementing guidelines herein set forth shall define the scope, procedures, and extent of regulation, as well as the mechanics of establishing and offering graduate programs in relation to the Scholarships for Graduate Studies — Local under the K to 12 Transition Program."

SECTION 4. Article II of CMO No. 4, s. 2016 is hereby amended to read as follows:

"Article II

Coverage

1. This set of guidelines shall cover all qualified CHED-recognized Philippine HEIs, whether State Universities or Colleges (SUCs) or Private HEIs (PHEIs), with existing graduate programs based on the corresponding authority granted by the Commission, offered during the K to 12 Transition Period.

2. (Repealed) HEITAD

3. (Repealed)

4. CHED-recognized HEIs that are authorized to operate existing graduate programs and are Autonomous, Deregulated, State Universities and Colleges with at least Level IV status, Center of Excellence or Development, or are current programs under the existing CHED Faculty Development Program (FDP) Phase II, may also apply, subject to an expedited process, in order to be included in the list of CHED-approved DHEIs and programs for the K to 12 Transition Period."

SECTION 5. Article III of CMO No. 4, s. 2016 is hereby amended to read as follows:

"Article III

Definition of Terms

Delivering HEI (DHEI)

Delivering HEI refers to higher education institutions (HEI) authorized by the Commission to offer graduate programs for grantees of the K to 12 Transition Program Scholarships.

A. Types of Graduate Program Offerings

1. By number of DHEIs

a. Single HEI Program refers to the conventional delivery of a graduate program through one (1) HEI that meets the requirements set by CHED.

b. Jointly-Delivered Program refers to a graduate program with a curriculum jointly developed, instituted, and delivered by two HEIs. One (1) diploma shall be awarded to graduates of Jointly-Delivered Programs, coming from both HEIs. ATICcS

c. Consortium-Delivered Program refers to a graduate program delivered by an organization of three (3) or more HEIs with expertise in a particular discipline by sharing physical and human resources for program delivery, allowing learners to cross-enroll among consortium member HEIs, and to take courses that are considered the expertise of the respective consortium school. Consortium member HEIs may be situated in different regions. In such cases, the strength of the proposed design or implementation of program delivery shall be assessed by the Commission.

The diploma awarded to graduates of Consortium-Delivered Programs shall come from the delivering HEI based on the internal agreement and policies of the Consortium, as reflected in the Memorandum of Agreement (MOA) to be approved by the Commission.

2. Off-Site Offerings

A DHEI of any type may also offer Off-Site Programs, which refer to graduate programs in which learners are located outside the DHEI. This type of program is conducted in a host HEI (HHEI) separate and distinct from the DHEI, to which the DHEI sends selected faculty experts. This increases access to quality graduate programs in areas with low supply of DHEIs. The DHEI shall grant the diploma to all graduates of the program.

Off-Site Program Offerings of DHEIs may be in the following forms:

a. An existing Off-Site Program approved under CHED Memorandum Order No. 26, Series of 2009 or CHED Memorandum Order No. 27, Series of 2009;

b. Partnership with a host HEI for the offering of an Off-Site program, provided, the Commission must have approved, or have been notified of the proposed Off-Site program, as may be applicable, in accordance with CHED Memorandum Order No. 27, Series of 2009 or any future amendments thereof.

3. International Partnerships

A Philippine HEI may also offer graduate programs in partnership with Foreign Higher Education Providers (FHEP) provided that said program has been approved by CHED, consistent with CHED Memorandum Order No. 62, Series of 2016.

This promotes greater access to quality higher education through Transnational Education (TNE) programs. In this type of partnership, the DHEI shall be the Philippine-based HEI partner.1

B. By Mode of Delivery

DHEIs may deliver the program through three main modes: TIADCc

1. Face-to-Face or classroom-based education;

2. Distance Education, where the learner and teacher are geographically separated, and instruction is delivered through specially designed materials and methods using appropriate communication technologies, and supported by organizational and administrative structures and arrangements; 2 or

3. Blended Learning, or a combination of the face-to-face mode and distance education."

SECTION 6. Article IV of CMO No. 4, s. 2016 is hereby amended to read as follows:

"Article IV

Eligibility

Any HEI or group of HEIs may apply to deliver graduate programs during the K to 12 Transition Period. Provided, they meet the minimum eligibility criteria, as detailed below:

Type	Minimum Eligibility Criteria
General Eligibility	1. Must be duly recognized by the Commission 2. As a general rule, programs declared under moratorium by the Commission En Banc (CEB) shall not be accepted as delivering HEI (DHEI) under any of the types herein enumerated, or any similar arrangement that may be deemed as a graduate program under these guidelines, unless identified as a priority area by the Commission. However, existing programs under moratorium may be accepted on a case-to-case basis due to meritorious circumstances as approved the Commission.
Single HEI Program	1. The DHEI must be currently a delivering HEI under the CHED Faculty Development Program (FDP), or 2. The DHEI must be a CHED-recognized institution and must meet both the accreditation and faculty requirements identified below: A. Program Accreditation Requirement: a. If autonomous, deregulated, State Universities and Colleges with at least Level IV status, be a Center of Excellence or Development in the corresponding field, or have at least Level II accreditation or higher of the corresponding undergraduate degree program. b. If not autonomous, deregulated, State Universities and Colleges with at least Level IV status, be a Center of Excellence or Development in the corresponding field, or have at least a Level III accreditation in the corresponding undergraduate degree program. B. Faculty Requirements3 a. At all times, the HEI must maintain a 1:5 graduate faculty to student advisee ratio. b. For master's programs, there shall be at least one (1) teaching faculty who is a doctoral degree holder and has published works in a refereed journal(s) in said discipline and/or have produced publicly recognized creative and/or technology outputs; and at least three (3) teaching faculty who are master's degree holders in the discipline. c. For doctoral programs, there shall be at least three (3) teaching faculty who are doctoral degree holders in relevant disciplines and who have published works in refereed journal(s) in said discipline and/or have produced publicly recognized creative and/or technology outputs.
Jointly-Delivered Program	1. At least one (1) of the HEIs must meet the program accreditation requirement for Single HEI Programs (Refer to 2A). 2. Both HEIs must meet, jointly, the faculty requirements for Single HEI Programs (Refer to 2B).
Consortium-Delivered Program	Consortium member HEIs must meet the requirements stated below: A. Program Accreditation Requirements: a. At least two (2) consortium member HEIs must hold at least a Level II accreditation in the corresponding undergraduate program. b. Other member HEIs need not be accredited, but they cannot be the institution that grants the degree. B. Faculty Requirements: Consortium member HEIs must meet, jointly, the following faculty requirements: a. Member HEIs must jointly maintain a 1:5 graduate faculty to student advisee ratio at all times b. For master's programs, there shall be at least three (3) teaching faculty who are doctoral degree holders in relevant disciplines who have published works in refereed journal(s) in said discipline and/or have produced publicly recognized creative and/or technology outputs; c. For doctoral programs, the consortium must have at least five (5) teaching faculty who are doctoral degree holders in relevant disciplines and who have published works in refereed journal(s) in said discipline and/or have produced publicly recognized creative and/or technology outputs; d. Each consortium member HEI must be able to endorse at least one (1) qualified teaching faculty member in order to be allowed membership in the consortium.
Additional Requirements	A. Other Requirements HEIs must meet individually, or jointly for consortium and jointly-delivered programs, the following requirements: a. Library. The library requirements for undergraduate programs in the discipline shall be coupled with a subscription to at least two (2) peer-reviewed professional journals or internationally refereed journals, and at least five (5) titles of graduate reference books on specialized disciplines in every subject offered under the program. b. Laboratory. The laboratory and facilities requirements for undergraduate programs in the discipline shall be coupled with provision for research facilities or research equipment in basic sciences, instructional laboratories for coursework, as needed, and extensive information technology facilities that will allow for internet access. Disciplines that do not require laboratories shall be exempt from this requirement. c. Research. The HEI, or at least one (1) member HEI for consortium and jointly-delivered programs must have a funded research activity in the corresponding field, and must have an established research ethics board. B. Off-Site Program Should a DHEI opt to offer an Off-Site Program, it must meet the criteria for any of the single, joint, or consortium delivery arrangements, along with the following additional requirements: 1. The DHEI must demonstrate capacity to deliver the program in an offsite mode by ensuring that there will be enough faculty to teach classes and to advise students in a 1:5 graduate faculty advisee ratio in the DHEI and the HHEI, respectively. 2. The HHEI must be a CHED-recognized HEI, and must have the necessary infrastructure for hosting the program, such as laboratories, as required by the discipline. 3. A DHEI may offer the same program in more than one off-site HHEI provided that the DHEI demonstrates capacity to do so by providing details on how the program will be delivered in multiple sites, and in terms of having sufficient number of faculty to deliver the program according to the prescribed ratio. Delivery in each additional site is subject to the approval of the Commission.

For proposed new program offerings. As a general rule, proposed new programs of an HEI, whether as a single HEI program, jointly delivered or through a consortium, and whether on-site or off-site shall only be eligible as a program offering for DHEI if the program is approved by the Commission, pursuant to CHED Memorandum Order No. 36, Series of 1998, CHED Memorandum Order No. 9, Series of 2003, CHED Memorandum Order No. 40, Series of 2008, CHED Memorandum Order No. 27, Series of 2009 and other Orders such as discipline-specific Policies, Standards and Guidelines (PSGs).

For international partnerships. For HEIs with approved Transnational Education (TNE) Programs under CHED Memorandum Order No. 62, Series of 2016, only the local HEI is required to comply with the minimum eligibility requirements for delivery under this issuance.

Notwithstanding the foregoing, the Commission may allow exceptions to the same based on meritorious circumstances."

SECTION 7. Article V of CMO No. 4, s. 2016 is hereby amended to read as follows: AIDSTE

"Article V

Qualifying and Selection Process for DHEIs

1. The Commission shall issue the Call for Applications, in order for HEIs to be a DHEI of a particular graduate program, annually. The HEI or group of HEIs shall submit a filled-out application, along with all documentary requirements to the Commission, through the online portal, following the timeline to be set by the Commission.

HEIs with Autonomous or Deregulated status, Center of Excellence or Center of Development in the field as well as DHEIs for graduate programs under FDP shall only submit the filled-out application form, without need of supporting documents.

A separate application must to lodged by the HEI for each CHED-approved program offering of each campus (Refer to Appendix 2: Checklist of Application Requirements).

2. Applications shall be evaluated by an ad-hoc Vetting Panel composed of representatives from the Commission, the relevant Technical Panel and/or Technical Committee, and resource persons as necessary. The strength of each application shall be vetted on the basis of relevance, quality of design and implementation, and quality of accreditation, faculty and infrastructure (Refer to Appendix 3: Evaluation Criteria).

4. The certification approving the graduate program to be delivered in the Transition Period shall be issued to the DHEI by the Commission, upon completion of evaluation and approval of application by the CEB (Refer to Appendix 5: Procedure Flowchart)."

SECTION 8. Article VI of CMO No. 4, s. 2016 is hereby amended to read as follows:

"Article VI

Responsibilities of DHEIs

DHEIs duly issued with certification for an approved graduate program under the K to 12 Transition Program must fulfill the following responsibilities for the duration of the implementation of the program:

1. x x x

2.  The DHEI must create a Work and Financial Plan (WFP) detailing the total funding support required from the Commission according to the number of CHED-funded scholars enrolled, and administrative costs no greater than five (5) percent of total cost of tuition and other fees of all CHED-funded scholars, when identified. Total funding support shall only include regular tuition and other fees charges of scholarship grantees and the payment of the same shall be settled pursuant to a Send Bill arrangement. Further, the DHEI must ensure that there will be no downpayment required to be paid by the scholar, as the full cost of the tuition and other fees for said scholars shall be shouldered by the Commission.

In the event that a class in a given semester or term does not meet the minimum number of students as set by the DHEI, the DHEI shall practice discretion whether to offer the class or not. The risks of offering a course (i.e., constitution of class does not meet the minimum class requirements of the institution) shall be borne by the DHEI. AaCTcI

3. The DHEI shall receive scholars from among CHED-funded K to 12 Transition Program scholarship grants (i.e., deloaded and displaced teaching and non-teaching personnel grantees), and may also admit non-CHED scholars into the graduate program.

4. The DHEI must designate one Grants Administrator for the institution to facilitate and ease coordination between the DHEI and the Commission. Said Grants Administrator shall oversee the administration of CHED K to 12 Transition local scholarships in the DHEI. Should a DHEI have multiple campuses, a Grant Administrator shall be assigned to each.

Provided, that if the DHEI admits fifty (50) or more teaching and non-teaching personnel scholars funded by the Commission, it must constitute a Grants Management Office, composed of a Grants Administrator, Admissions Officer and Technical Staff, to ensure timely and efficient processing of documents, monitoring and support for scholars, and coordination with the Commission. In particular, the GMO personnel shall perform the following functions:

Grants Administrator

a. Coordinate with CHED for any issues/concerns related to program implementation;

b. Ensure that all CHED-recognized graduate programs are made available to scholars;

c. Spearhead the production of a comprehensive and thorough report on the implementation of all CHED-recognized programs according to the proposed methods/mechanisms of the DHEI, and submit said report to the Commission at the end of every academic year,

d. Supervise the preparation and submission of the Work and Financial Plan (WFP) and other documents for the disbursal of funds to the DHEI; and

e. Perform other functions relevant to the program as may be requested by CHED.

Admissions Officer EcTCAD

a. Facilitate enrolment of CHED-approved nominees and ensure that all admitted scholars have secured all necessary documents to submitted to CHED;

b. Monitor the progress of CHED-funded scholars and submit a report at the end of every term/semester to CHED about the performance of said scholars, using the template to be provided;

c. Organize and facilitate scholars' assemblies/orientations; and

d. Support the Grants Administrator in dealing with any other tasks as may be requested by CHED.

Technical Staff

a. Supervise the creation and maintenance of a profile for the DHEI and its personnel on CHED's online system;

b. Create and maintain a profile for the DHEI on Edukasyon.ph;

c. Create and maintain an updated database of all scholars who have been admitted to the DHEI, and upload said information to the online platform;

d. Provide support to the Admissions Officer for documentation and reporting purposes; and

e. Support the Grants Administrator in dealing with any other tasks as may be requested by CHED.

Funding for said office shall be sourced from the administrative costs, while Grants Management Office Personnel shall receive lump sum of monthly honorarium from the Commission given at the end of every semester or_ term upon submission of scholar's status certification and monitoring report.

The Grants Management Office/Administrator shall provide necessary support in facilitation of enrollment of scholars, timely completion of the course by the scholars, and timely submission of information and documentary requirements as requested by the Commission.

5. The DHEI must return to the Commission all unexpended balance of financial support, together with a complete and proper accounting made of expenses incurred as per the proposal by the end of each academic year.

7. The DHEI must identify the type of grant appropriate for each scholar based on the scholar's remaining academic requirements (i.e., coursework, thesis), upon commencement by scholar of study in the institution. Any chances in the grant type must be reported immediately by the DHEI to the Commission in order for the scholar's provisional notice of award to be revised accordingly.

In addition, DHEI must maintain an up-to-date profile of the institution, its faculty and scholars enrolled, and provide other information and updates as required by the CHED Online Portal, when available.

8. The DHEI shall immediately inform the Commission of changes, if any, to any information material to its functions as a DHEI."

SECTION 9. Article VII of CMO No. 4, s. 2016 is hereby amended to read as follows: HSAcaE

"Article VII

Financial Support to DHEI

A DHEI approved to deliver graduate programs under the K to 12 Transition Program, shall receive support from the Commission in an amount no greater than five (5) percent of total cost of tuition and other fees of all CHED-funded teaching and non-teaching scholars as administrative support.

Further, in order to strengthen higher education by encouraging the offering of quality and relevant graduate programs, the Commission shall provide, on a by-proposal basis, financial assistance and grants for the development and/or operation of said programs to any CHED-approved DHEI for the K to 12 Transition Period, including but not limited to the types identified below:

1. (Repealed)

2. Visiting Professorship Grant. In order to enrich instruction and promote knowledge sharing and transfer among institutions and experts, the Commission may provide assistance to HEIs intending to engage visiting professors/experts for the delivery of CHED-approved graduate programs under the K to 12 Transition Program. Provided, the DHEI has enrolled CHED-funded scholars in said graduate programs. Provided, further, the DHEI must have counterpart funding for the implementation of the project.

The DHEI may invite local or foreign visiting professor who is a recognized expert in the relevant field and whose field of expertise is not available in the institution or locally.

Applications will be vetted by the Technical Working Group on a case-to-case basis.

A. Qualifications

The visiting professor must:

• hold a doctoral degree in the relevant discipline from a reputable institution;

• have been published in peer-ranked journals/other academic publications and/or have produced publicly recognized creative and/or technology outputs; and

• hold an excellent track record in teaching.

For other disciplines wherein a doctoral degree may not be necessary in the practice of the field, DHEIs may still propose and justify for a visiting professor, for consideration of the Commission. HESIcT

B. Application Requirements for the DHEI

The DHEI shall submit the following:

• Project proposal which includes budget requirements and counterpart funding

• Letter of Request for Funding

• Curriculum Vitae of the visiting professor

• Terms of Reference (TOR)

C. Entitlements

Local Visiting Professor

• Transportation expenses

• Honorarium which shall be computed based on DBM Budget Circular No. 2007-1

Foreign Visiting Professor

• Roundtrip economy airfare

• Expert's fee at 10,000/working day

The DHEI shall shoulder accommodations for the duration of the stay and is also encouraged to provide additional incentive to the guest lecturer.

D. Duration

The duration of engagement shall be determined by the DHEI depending on the needs of the institution and the activities to be accomplished by the visiting professor.

E. Responsibilities

The visiting professor must undertake activities such as the following:

• teach a specialized topic or course;

• mentor students in research;

• participate in articulation activities among faculty to inform curriculum design and updating of teaching practices; and

• conduct research training for faculty, or do collaborative research with faculty in host institution.

Faculty may also undertake activities outside of those enumerated, provided the DHEI is able to adequately explain importance of such activity in enriching the graduate program.

Further, the visiting professor shall submit an accomplishment report to the Commission through the DHEI upon completion of the engagement."

SECTION 10. A new article, Article VIIA shall be inserted after Article VII of CMO No. 4, s. 2016 to read as follows: caITAC

"Article VIIA

Duties of the CHED Regional Offices

Pursuant to the provisions stated in this policy, the CHED Regional Offices shall:

1. Disseminate and discuss these guidelines to the HEIs in their respective regions;

2. Assist the HEIs in the online applications and provide other technical assistance to HEIs;

3. Conduct briefing and information-sharing with teacher organizations and other local and regional stakeholders;

4. Track and account the HEIs in their respective regions for proper monitoring;

5. Target HEIs and partnerships among which that will advance the regional priority areas that is still in line with national advancement and other goals that may be communicated by the Commission;

6. Conduct regional activities that will promote the programs and HEIs in their respective regions; and

7. Gather data and information in relation to the HEI personnel in support of policy formulation, program implementation, monitoring and evaluation;

8. Perform other analogous undertakings as may be deemed necessary by the Commission to ensure successful implementation of the policy."

SECTION 11. A new article, Article XA shall be inserted after Article X of CMO No. 4, s. 2016 to read as follows:

"Article XA

Transitory Provisions

Approved DHEIs under CMO No. 4, s._ 2016, prior to the issuance of these amendments, shall be governed by the following transitory provisions:

1. The provisions as amended shall already apply to existing DHEIs beginning Academic Year 2017-2018.

2. Further, notwithstanding the repeal of the provisions of the Program Development Grant under CMO 4, s. 2016, arrangements approved by the Commission shall be allowed to subsist."

SECTION 12. Appendix 2 of CMO No. 4, s. 2016 is hereby amended and shall now follow the format prescribed in Annex A of this CMO.

SECTION 13. Appendix 3 of CMO No. 4, s. 2016 is hereby amended and shall now follow the format prescribed in Annex B of this CMO.

SECTION 14. Appendix 5 of CMO No. 4, s. 2016 is hereby amended and shall now follow the format prescribed in Annex C of this CMO. ICHDca

SECTION 15. Appendix 6 of CMO No. 4, s. 2016 is hereby repealed.

SECTION 16. Repealing Clause. — CMO No. 4, s. 2016 and all other CHED Memorandum Orders or parts thereof which are inconsistent with this Act are hereby repealed, amended or modified accordingly. All other provisions of CMO No. 4, s. 2016 that are not affected by this amendment shall remain valid and in force.

SECTION 17. Separability Clause. — If any part of this Order is declared unconstitutional or invalid, such parts or provisions thereof not so declared shall remain valid and subsisting.

SECTION 18. Effectivity Clause. — This policy shall take effect immediately after its issuance. Immediate dissemination of and strict compliance with this Order is directed.

Appendix 2: Checklist of Application Requirements

When submitting its application to the Commission through the Online Portal, HEI applicants must submit the following requirements, according to each type:

For all types TCAScE

1. Proposal to offer the graduate program, signed by the head of HEI, detailing the importance of the establishment of such a program and its potential to contribute to regional and national development, and including proposed system for monitoring and evaluating the program, and managing CHED scholars

2. Proof that the HEI(s) meets the criteria for eligibility in the form of copies of institutional/program accreditation certificates and curricula vitae (CVs) of proposed faculty

3. Copy of official curriculum and corresponding course descriptions

4. Proof of meeting infrastructure requirements

Additional requirements for private HEIs under any type

1. Copy of HEI's articles of incorporation

2. Copy of Audited financial statement

Additional requirements for Off-Site Program

1. Copy of draft Memorandum of Agreement between DHEI and HHEI

Additional requirements for Jointly-Delivered Program

1. Copy of draft Memorandum of Agreement to establish the program, as agreed upon by both HEI

Additional requirements for Consortium-Delivered Program

1. Copy of draft Memorandum of Agreement to establish the consortium, as agreed upon by all consortium member HEIs

Additional requirements for Partnerships with Foreign HEIs

1. Copy of the Government Authority to Operate Transnational Education

2. Copy of the Transnational Education Service Provider(s)' Profile

3. Copy of executed Memorandum of Agreement between the Philippine HEI and the Foreign Higher Education Provider

4. Copy of institutional accreditation or certification from the respective higher education ministry/commission or appropriate regulatory body for higher education of the Foreign Higher Education Provider cTDaEH

ANNEX B

Appendix 3: Evaluation Criteria

The Vetting Panel shall use the following criteria to evaluate the strength of each graduate program as proposed by HEI applicants:

 

Relevance of the graduate program	40%	•Importance and value of the graduate program to the DHEI in achieving its vision, mission and goals, and to serve its particular publics and cohort catchments, as well as enrich its course offerings; •Importance and value of the graduate program to enhance development in the province or region in which the DHEI is located, and/or to help the country achieve stated regional and/or national program development goals; and •Importance and value of graduate program to the discipline or profession, in terms of addressing gaps in competencies or germinating frontier competencies deemed critical to advancing the discipline or profession as it is practiced in the country.
Quality of program design and implementation	30%	•The clarity, completeness and quality of the proposed curriculum and course descriptions; •The consistency between the objectives of the program and its proposed components and design; •The quality of its complementary research and extension arrangements, its capacity to complement instruction, and potential to have societal and/or economic impact; •The level by which it engages partners (i.e., with industry, other HEIs, etc.) or integrates activities (i.e., professional development, articulation, benchmarking) to ensure and enhance relevance of program design; •The quality of the practical arrangements and management, especially for Off-Site, Jointly-Delivered and Consortium-Delivered Programs; for the latter two, showing clear delineation of tasks and responsibilities, active contribution and commitment of partner HEIs; •If applicable, the quality of cooperation and communication between the participating HEIs; •The quality of proposed monitoring and evaluation mechanisms (through the Grants Management Office, when applicable); and •The quality and range of proposed support to faculty scholars during their study.
Quality of accreditation faculty and infrastructure	30%	•The qualification of faculty as evidenced by graduate degrees from reputable institutions and papers published in reputable journals; •The level of HEI accreditation; and •The quality of library, laboratory and research infrastructure of the DHEI, as evidenced by breadth of available resources, internet capability, laboratory equipment, and research outputs.
