CHED MEMORANDUM ORDER NO. 09-99
| SUBJECT | : | Supplemental Guidelines to CHED Order No. 24, Series of 1998 (Policies Relative to Compliance of Maritime Schools with (IMO) STCW '95 |
In accordance with the pertinent provisions of Republic Act (RA) No. 7722, otherwise known as the "Higher Education Act of 1994," and by virtue of Resolution No. 009-99 of the Commission en banc dated 15 February 1999, and for the purpose of categorizing school compliance with the policies, standards and guidelines (PSG) for maritime education, the following supplemental guidelines to CO No. 24, series of 1998 (Policies Relative to Compliance of Maritime Schools with the International Maritime organization (IMO) STCW '95) are hereby adopted and promulgated by the Commission thus:
Maritime programs which are rated under the category of substantial compliance shall be allowed to continue offering said programs and shall be included in the succeeding CHED list to be submitted to IMO. These maritime programs shall be given up to the end of December 1999 to fully comply with the Policies, Standards and Guidelines (PSG) requirements, otherwise, they will be deleted from the CHED list submitted to IMO. However, those that are categorized under substantial and moderate compliance must meet the following requirements:
1. Faculty teaching professional subjects must have a minimum of one (1) year shipboard training experience.
2. Operational GMDSS and RADAR Simulators for Deck Department and Boiler and Diesel Engine for Engine Department must be available. ARPA Simulator must also be available by June 2000.
3. Have at least a rating of 10 points for their Quality Standards System (QSS). This means that the school shall have its QSS manual and the system is being implemented during the time of evaluation.
Maritime programs with moderate compliance with PSG requirements must be phased out effective June 1999. Thus, no freshmen shall be admitted starting June 1999. The school may apply for the re-opening of its 1st year program, If it can substantially comply with CHED and STCW '95 requirements subject to compliance with the guidelines for the operation of maritime programs.
Maritime programs with poor compliance with STCW '95 requirements must be closed effective June 1999. Affected students shall be allowed to shift to other related courses, If so desired or transferred to the nearest maritime institutions included in the CHED list with the assistance from CHED Regional Offices.
