With the end in view of making the Design Center Philippines an effective instrumentality to achieve the goals set forth under Presidential Decree No. 279 dated August 24, 1973, creating the same, by means of availing for the Center the skills, services, talents and ideas of highly qualified and competent people, you are hereby directed to exempt from the rules and regulations of the Wage and Position Classification Office the personnel of the Center. The positions and salaries of such personnel shall be determined by the Board of the Center. acd
