ACTION REQUESTED
The DOH respectfully requests the President's consideration on the classification of provinces, Highly Urbanized Cities (HUCs), and Independent Component Cities (ICCs) using the COVID-19 Alert Level Classification System for the period September 1-15, 2022.
BACKGROUND
Pursuant to the Memorandum for the President sent by the Department of Health last 14 July 2022, the DOH shall release Alert Level classifications every 15th and last day of the month while the COVID-19 Alert Level Classification System is being evaluated. The President approved the Alert Level classifications for all Local Government Units for the periods 16-31 July and 1-15 August 2022.
As of 30 August 2022, national case data show that the Philippines remains at low risk case classification and health system capacity utilization despite continued case increases in all regions. The National Capital Region and 5 areas (CAR: Baguio City, Mountain Province and Kalinga, Region II: City of Santiago, and Region V: Naga City) are at moderate risk case classification with an average daily attack rate ranging from 6.09 to 13.56 per 100,000 population; however, all of these areas maintain low risk total bed utilization. Moreover, three areas, particularly Region VIII: Tacloban City, Region XII: South Cotabato, and Region XIII: Agusan del Sur exhibited moderate risk total bed utilization, but maintained low risk case classification. Based on the recent metrics, all these areas do not warrant escalation, and shall remain under Alert Level 1.
RECOMMENDATIONS
1. Approval of the De-escalation of the following areas to Alert Level 1 for September 1-15, to be released in the interim as a DOH Advisory as the chair of the IATF-EID.
