PRESIDENTIAL DECREE NO. 1180
EXEMPTING THE PERSONNEL OF THE NATIONAL POLLUTION CONTROL COMMISSION FROM THE RULES AND REGULATIONS OF THE OFFICE OF COMPENSATION AND POSITION CLASSIFICATION, AND FOR OTHER PURPOSES
WHEREAS, one of the national aspirations of the country, or any nation for that matter, is the maintenance of environmental stability;
WHEREAS, the National Pollution Control Commission, the government agency primarily charged with this task in the country is being handicapped in the prosecution of its programs and activities on environmental pollution prevention, control and abatement due to dearth of highly qualified technical manpower;
WHEREAS, this inadequacy is traced to the fast turnover of personnel occasioned by low salary and incentives.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree:
SECTION 1. Exemption from the Rules and Regulations of the Office of Compensation and Position Classification. — The personnel of the National Pollution Control Commission, except those belonging to janitorial, clerical and craftsmen's positions are hereby exempted from the coverage of the rules and regulations of the Office of Compensation and Position Classification.
SECTION 2. Honoraria and Incentive Pay. — The Commission is hereby authorized to grant honoraria and incentive pay to its consultants, technical advisers, and deserving personnel who perform duties in addition to their regular functions.
SECTION 3. Repealing Clause. — All acts, presidential decrees, executive orders, rules and regulations, or parts thereof, which are inconsistent herewith are hereby repealed, amended or modified accordingly.
SECTION 4. Effectivity. — This Decree shall take effect immediately.
DONE in the City of Manila, this 19th day of August, in the year of Our Lord, Nineteen Hundred and Seventy-Seven.
