CIAP BOARD RESOLUTION NO. 10-11
ENDORSING AMENDMENTS TO THE CPES IMPLEMENTING GUIDELINES TO THE NATIONAL ECONOMIC AND DEVELOPMENT AUTHORITY (NEDA) BOARD'S COMMITTEE OF INFRASTRUCTURE (INFRACOM) FOR APPROVAL
WHEREAS, Section 12, Annex E of the Revised Implementing Rules and Regulations, (IRR) of RA 9184 or the Government Procurement Reform Act, requires all procuring entities implementing government infrastructure projects to evaluate the performance of their contractors using the NEDA-approved Constructors Performance Evaluation System (CPES) for the type of projects being implemented; DaIAcC
WHEREAS, the PDCB Board, during its 32nd Regular Board Meeting held on 29 July 2009, instructed the PDCB Secretariat to come up with a plan of actions to improve the implementation of CPES considering the issues and recommendations generated from the survey conducted by PDCB for this purpose;
WHEREAS, for this purpose, the CPES Inter-Agency Committee composed of representatives from the Department of Public Works and Highways (DPWH), Department of Transportation and Communications (DOTC), Department of Science and Technology (DOST), Department of Education (DepEd), the National Irrigation Administration (NIA), the Philippine Tourism Authority (PTA), National Housing Authority (NHA), Bases Conversion and Development Development Authority (BCDA), Development Bank of the Philippines (DBP), University of the Philippines System (UP) and Polytechnic University of the Philippines (PUP) met on September 23 and November 20, 2009 and drafted proposals to amend the CPES Implementing Guidelines;
WHEREAS, the PDCB Board during its 45th Regular Meeting held on 22 February 2011, passed PDCB Resolution No. 03, Series of 2011, endorsing to the CIAP Board proposed amendment to the implementing Guidelines of CPES;
NOW, THEREFORE, the Construction Industry Authority of the Philippines, after due deliberation on its 59th Regular Meeting, RESOLVES, as it is hereby RESOLVED, to endorse to the National Economic and Development Authority (NEDA) Board Committee on Infrastructure (INFRACOM) for approval the proposed amendments to the Implementing Guidelines of the Constructors Performance Evaluation System (CPES) on Corrective Action Request (CAR), Blacklisting for Constructors, Used of CPES Rating and Time hereto attached as Annex "1" and made an integral part of this Resolution.
