For information, guidance, and strict observance, quoted below, and attached as Annex "A", is the Resolution of the Court en banc dated 06 September 2022 in A.M. No. 22-08-106-RTC (Re: Designation of the Clerks of Courts of Stand-Alone Family Courts as Accountable Officers):

A.M. No. 22-08-106-RTC (Re: Designation of the Clerks of Courts of Stand-Alone Family Courts as Accountable Officers). — The Court Resolved, upon the recommendation of the Office of the Court Administrator (OCA), to DESIGNATE the Clerks of Court of all stand-alone, statutorily created Family Courts as accountable officers for them to (i) receive payment of legal fees for family cases filed before these courts, (ii) receive cash bonds and other fiduciary collections, (iii) issue official receipts, (iv) open two (2) separate accounts with the Land Bank of the Philippines (LBP) for the Sheriffs Trust Fund and the Fiduciary Fund, which should be enrolled in the weAccess facility of the LBP, and (v) submit financial monthly/quarterly reports, among others, in accordance with Administrative Circular No. 35-2004 and other court issuances. Concomitantly, the designated accountable officers shall request the Financial Management Office, OCA, for the posting of the fidelity bond.

For purposes of implementing the subject resolution, a "stand-alone, statutorily created Family Court" means that it is the only court in the city or municipality where it is seated and there is no regular court thereat.
