LETTER OF INSTRUCTIONS NO. 1111

In connection with your function as Adviser on Civil Service and Government Reorganization, it is my desire that you shall work in constant consultation, coordination and otherwise liaison with the Civil Service Commission, the Career Executive Service Board and the Presidential Reorganization Commission.
With the Civil Service Commission, you shall endeavor to ensure that all the programs designed to improve the government service, which I initiated during your incumbency as Chairman of the Commission, shall be pursued; it is my desire that my effort to improve and reform the civil service be a continuing concern not only of the Civil Service Commission and my Office but also of all the ministries and agencies of the government, including local governments.
You shall concern yourself, in coordination and consultation with the Presidential Reorganization Commission, with the continuing study of the present government structure to make it relevant to modern requirements. It is to be noted, in this connection, that it has been decreed that the President shall have a continuing authority to reorganize the government.
The efforts to improve the Career Executive Service shall continue, and as I have indicated to you in Agoo, La Union, the quality of officers recruited to it must be properly assessed. acd
To ensure optimum performance in government, a continuing performance audit may be necessary and may be taken upon my instructions or my approval of appropriate recommendations.
It is my desire that periodic report is submitted to me on all these matters.
