Interim Arrangements Pending Appointment of Presidential Assistants
Letter of Instructions No. 342, issued on December 1, 1975, designates interim responsibilities to key officials in the Office of the President of the Philippines pending the appointment of new Presidential Assistants as per Presidential Decree No. 831. Jacobo C. Clave will assume the functions of the former Executive Secretary, Juan C. Tuvera will take on the roles of the former Deputy Executive Secretary and Assistant Executive Secretaries, and Cesar A. Dumlao will handle budget and financial matters previously managed by the Deputy Executive Secretary. Each appointed official is granted the authority to sign relevant official communications. This arrangement aims to ensure continuity of governance during the transition period.

Pending appointment of the Presidential Assistants whose positions were created under Presidential Decree No. 831, dated November 27, 1975, the following interim arrangements are hereby authorized:
1. Presidential Executive Assistant Jacobo C. Clave shall exercise the powers and functions normally performed by the former Executive Secretary, including authority to sign corresponding official communications;
2. Presidential Assistant Juan C. Tuvera shall exercise the powers and functions normally performed by the former Deputy Executive Secretary and the Assistant Executive Secretaries, including authority to sign corresponding official communications; and
3. Presidential Finance Adviser Cesar A. Dumlao shall exercise powers and the functions involving budget and financial matters heretofore performed by the Deputy Executive Secretary, including authority to sign corresponding official communications.
