CREATING AND DESIGNATING A BUILDING WHICH SHALL STAND ON A PARCEL OF LAND OF THE PRIVATE DOMAIN LOCATED AT ARCHBISHOP REYES AVENUE, CEBU BUSINESS PARK, MABOLO, CEBU CITY AS AN INFORMATION TECHNOLOGY CENTER PURSUANT TO REPUBLIC ACT NO. 7916 AS AMENDED BY REPUBLIC ACT NO. 8748

Pursuant to the powers vested in me under Republic Act No. 7916, otherwise known as the Special Economic Zone Act of 1995 as amended by Republic Act No. 8748 and upon recommendation of the Board of Directors of the Philippine Economic Zone Authority, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, do hereby create and designate, subject to the provisions of Republic Act No. 7916 as amended, its Implementing Rules and Regulations, Resolution No. 00-411 dated 29 December 2000 and Resolution No. 06-389 dated 25 August 2006 of the Board of Directors of the Philippine Economic Zone Authority, the FLB Corporate Center as in Information Technology Center which shall stand on a parcel of land of the private domain located at Archbishop Reyes Avenue, Cebu Business Park, Mabolo, Cebu City with an area of Two Thousand Three Hundred Thirty Six (2,336) Square Meters, more or less, as defined by the following technical description: HSCcTD

Lot 3, Block 2

A parcel of land (Lot 3, Block 2, of the subdivision plan, Psd-07-021224, being a portion of Lot 4, Pcs-07-001170), situated in the Barangay of Mabolo, City of Cebu, Island of Cebu. Bounded on the NE. along line 1-2 by Lot 4, Block 2; on the SE. along line 2-3 by Road Lot 2 (18.00 m. wide); on the SE. and SW. along lines 3-4-5 by Lot 8, and on the SW., along line 5-6 by Lot 2, both of Block 2; on the NW. along line 6-1 by Road Lot 22, all of the subdivision plan.

Beginning at a point marked '1' on plan, being S. 76 deg. 10'W., 1092.37 m. from Mon. No. 3, Banilad Estate;

thence S. 65 deg. 11' E., 60.00 m. to point 2;

thence S. 24 deg. 49' W., 36.00 m. to point 3;

thence S. 69 deg. 51' W., 4.24 m. to point 4;

thence N. 65 deg 11' W., 22.00 m. to point 5;

thence N. 65 deg. 11' W., 35.00 m. to point 6;

thence N. 24 deg. 49' E., 39.00 m. to point of the

beginning, containing an area of TWO THOUSAND THREE HUNDRED THIRTY SIX (2,336) SQUARE METERS, more or less. All corners referred to are indicated on the plan and marked on the ground by P.S. cyl. mons. 15x60 cms. Bearings true; Date of the original survey, August 1906-July 1907 and this survey, executed by Geodetic Engr. Benedicto A. Arjona on October 21, November 8, 1988 and March 20-April 30, 1990 and approved on September 7, 1990.
