DECLARING THE MONTH OF NOVEMBER, 1982, AS "HUMAN RESOURCE MANAGEMENT MONTH" AND AUTHORIZING THE PERSONNEL MANAGEMENT ASSOCIATION OF THE PHILIPPINES TO CONDUCT A NATIONWIDE FUND CAMPAIGN DURING THE PERIOD FROM AUGUST 1 TO DECEMBER 31, 1982

WHEREAS, the Republic of the Philippines has been chosen by the World Federation of Personnel Management Associations and the Asian-Pacific Federation for Personnel Management as the site of the 1st International Conference of Human Resource Management to be held on November 16 to 20, 1982; casia

WHEREAS, the First International Conference on Human Resources Management will bring into the country some 2,000 world authorities and practitioners on human resource management;

WHEREAS, the proceedings of the Conference will contribute to the improvement of labor productivity and the efficient utilization of human resource in the country;

WHEREAS, this international conference will contribute to the promotion of tourism, add prestige and honor to the Philippines, and enhance the image of the country as a leader in the field of Human Resource Management in Asia;

WHEREAS, the Personnel Management Association of the Philippines has been in the forefront of organized efforts to upgrade professional expertise among local practitioners in human resource management; cdt

WHEREAS, the Personnel Management Association of the Philippines, will host the First International Conference on Human Resource Management on November 16 to 20, 1982;

WHEREAS, the hosting of the First International Conference on Human Resource Management is a joint responsibility of both the government and private sectors which requires national teamwork; and

WHEREAS, the Conference is an event worthy of support, financial and otherwise, by the private and public sectors, domestic and foreign;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the month of November as Human Resource Management Month, and authorize the Personnel Management Association of the Philippines to conduct a nationwide fund campaign during the period from August 1 to December 31, 1982.

I call upon all agencies and instrumentalities of the government and the private sector to contribute generously and participate actively in this campaign and thus help insure the successful hosting of the First International Conference on Human Resource Management.

The participation on official time of appropriate government personnel, particularly administrative and personnel officers and faculty members of state colleges and universities, is hereby authorized, subject to the availability of funds and the usual accounting and auditing requirements.
