Proclamation No. 1803, issued on June 15, 2009, declares July 1, 2009, as a special (non-working) day in San Carlos City, Negros Occidental, to commemorate its Charter Day Anniversary. The proclamation allows the people of San Carlos City to celebrate the occasion with appropriate ceremonies. This declaration is made by Executive Secretary Eduardo R. Ermita under the authority of then-President Gloria Macapagal-Arroyo. The official seal of the Republic of the Philippines is affixed to the proclamation.

DECLARING WEDNESDAY, JULY 1, 2009, AS SPECIAL (NON-WORKING) DAY IN SAN CARLOS CITY, NEGROS OCCIDENTAL

WHEREAS, Wednesday, July 1, 2009, marks the Charter Day Anniversary of San Carlos City;

WHEREAS, it is but fitting and proper that the people of San Carlos City be given full opportunity to celebrate the occasion with appropriate ceremonies.

NOW, THEREFORE, I, EDUARDO R. ERMITA, Executive Secretary, by authority of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Wednesday, July 1, 2009, as special (non-working) day in San Carlos City.
