Court of Tax Appeals (CTA) Health and Welfare Plan
On April 20, 1999, the Supreme Court of the Philippines approved the establishment of a Health and Welfare Plan for the Court of Tax Appeals (CTA), separate from the Supreme Court's plan. The CTA must fund this plan through its own savings, and the member contributions will not serve as initial capital. A governing board is to be formed to oversee the plan, which must review existing rules from the Supreme Court Health and Welfare Plan and other agencies. The plan is to be effective no earlier than January 1999, and the board is required to submit quarterly financial reports to the Chief Justice.

Gentlemen :
Quoted hereunder, for your information, is a resolution of the Court En Banc dated 20 April 1999 IAETDc
"A.M. No. 99-4-05-SC. — Re: Court of Tax Appeals (CTA) Health and Welfare Plan. — The Court Resolved to APPROVE the establishment of the Court of Tax Appeals (CTA) Health and Welfare Plan (instead of being accommodated as members of the Supreme Court (SC) Health and Welfare Plan), subject to the following conditions:
(1) Funds — The CTA should source their Health and Welfare Plan from their own saving for their seed capital and quarterly replenishment. The P50.00 contribution of each member should not constitute as seed capital or quarterly replenishment.
(2) Board — The CTA should constitute its own governing Board.
(3) Rules — The CTA Health and Welfare Plan Board thus constituted should study not only the SCHWP's Rules and Regulations but also that of other constitutional agencies' rules on the matter. Whatever SCHWP Rules were passed by SCHWP were the product of a lengthy and thorough study, taking into consideration the viability and practicability of applying the same to faraway lower courts employees throughout the Philippines.
(4) Effectivity — The CTA Health and Welfare Plan should take effect not earlier than January 1999.
(5) Financial Report — The CTA Health and Welfare Plan Board should submit to the Chief Justice a quarterly financial report."
