Court of Appeals (CA) Health and Welfare Plan
On April 20, 1999, the Supreme Court of the Philippines approved the establishment of the Court of Appeals (CA) Health and Welfare Plan. The plan requires the CA to fund its operations through its own savings, with member contributions not counted as seed capital. A governing board must be formed to oversee the plan, which should study existing rules from other agencies for guidance. The plan is set to take effect no earlier than January 1999, and the board is required to submit quarterly financial reports to the Chief Justice.

Gentlemen :
Quoted hereunder, for your information, is a resolution of the Court En Banc dated 20 April 1999
"A.M. No. 99-4-04-SC. — Re: Court of Appeals (CA) Health and Welfare Plan. — The Court Resolved to APPROVE the establishment of the Court of Appeals (CA) Health and Welfare Plan, subject to the following conditions:
(1) Funds — The CA should source their Health and Welfare Plan from their own saving for their seed capital and quarterly replenishment. The P50.00 contribution of each member should not constitute as seed capital or quarterly replenishment.
(2) Board — The CA should constitute its own governing Board.
(3) Rules — The CA Health and Welfare Plan Board thus constituted should study not only the SCHWP's Rules and Regulations but also that of other constitutional agencies' rules on the matter. Whatever SCHWP Rules were passed by SCHWP were the product of a lengthy and thorough study, taking into consideration the viability and practicability of applying the same to faraway lower courts employees throughout the Philippines. (4) Effectivity — The CA Health and Welfare Plan should take effect not earlier than January 1999.
(5) Financial Report — The CA Health and Welfare Plan Board should submit to the Chief Justice a quarterly financial report."
