RE: PROPOSED GRANT OF SPECIAL WELFARE ASSISTANCE TO JUSTICES, JUDGES, OFFICIALS AND PERSONNEL OF THE SUPREME COURT, PRESIDENTIAL ELECTORAL TRIBUNAL, COURT OF APPEALS, SANDIGANBAYAN, COURT OF TAX APPEALS AND THE LOWER COURTS

Sirs/Mesdames :
Please take notice that the Court en banc issued a Resolution datedDECEMBER 4, 2018, which reads as follows:
"A.M. No. 18-12-01-SC (Re: Proposed Grant of Special Welfare Assistance to Justices, Judges, Officials and Personnel of the Supreme Court, Presidential Electoral Tribunal, Court of Appeals, Sandiganbayan, Court of Tax Appeals and the Lower Courts). — Acting on the Memorandum dated December 3, 2018 of Atty. Corazon G. Ferrer-Flores, Deputy Clerk of Court and Chief, Fiscal Management and Budget Office, the Court Resolved to:
(a) APPROVE the grant of the Special Welfare Assistance (SWA) at the following rates, to be released on or before December 21, 2018:
(i) Fifteen Thousand Pesos (P15,000.00) to each of the Justices, officials and employees of the Supreme Court (SC) and the Presidential Electoral Tribunal (PET), chargeable against the respective savings from the regular appropriations of the SC and the PET;
(ii) Fifteen Thousand Pesos (P15,000.00) to each of the Justices, officials and employees of the Court of Appeals (CA), Sandiganbayan and Court of Tax Appeals (CTA), chargeable against the respective savings from the regular appropriations of the said appellate courts; and
(iii) Fifteen Thousand Pesos (P15,000.00) to each of the judges, officials and personnel of the lower courts, and employees of the Halls of Justice (HOJ), chargeable against the savings from the regular appropriations of the lower courts and the SC, respectively;
(b) APPROVE the following requests pursuant to the resolutions dated March 25, 2014, September 23, 2014 and March 28, 2017 in A.M. No. 14-03-05-SC (Re: Revised Accounting Entries Proposed by the Commission on Audit for Constitutional Fiscal Autonomy Group [CFAG] Member-Agencies), to wit:
(i) Modification in allotment of the amount of Thirty-Nine Million Seven Hundred Thirty-Five Thousand Pesos (P39,735,000.00) from Lump-sum for Unfilled Positions account of the SC to Other Personnel Benefits — SC account, to cover funding requirements for the grant of the SWA at the rate of Fifteen Thousand Pesos (P15,000.00) to each of the Justices, officials and personnel of the SC, and the personnel of the HOJ;
(ii) Modification in allotment of the total amount of Three Hundred Fifty-Eight Million Four Hundred Fifty-Five Thousand Pesos (P358,455,000.00) from Unfilled Positions account of the lower courts to Other Personnel Benefits — lower courts, to cover funding requirements for the grant of the SWA at the rate of Fifteen Thousand Pesos (P15,000.00) to each of the judges, officials and personnel of the lower courts;
(iii) Modification in allotment of the amount of Twenty-Four Million Nine Hundred Thousand Pesos (P24,900,000.00) from various Personnel Services and Maintenance and Other Operating Expenses (MOOE) accounts of the CA to Other Personnel Benefits — CA, to cover funding requirements for the grant of the SWA at the rate of Fifteen Thousand Pesos (P15,000.00) to each of the Justices, officials and personnel of the CA; ATICcS
(iv) Modification in allotment of the amount of Six Million One Hundred Thirty-Five Thousand Pesos (P6,135,000.00) from Repair and Maintenance accounts of the Sandiganbayan to Other Personnel Benefits — Sandiganbayan, to cover funding requirements for the grant of the SWA at the rate of Fifteen Thousand Pesos (P15,000.00) to each of the Justices, officials and personnel of the Sandiganbayan; and
(v) Modification in allotment of the amount of Four Million Five Thousand Pesos (P4,005,000.00) from various Personnel Services and MOOE accounts of the CTA to Other Personnel Benefits — CTA, to cover funding requirements for the grant of the SWA at the rate of Fifteen Thousand Pesos (P15,000.00) to each of the Justices, officials and personnel of the CTA; and
(c) APPROVE the corresponding Augmentation/Realignment Orders (AROs) in the amounts specified hereunder for the grant of the SWA:
(i) ARO No. 2018-046 in the amount of Thirty-Nine Million Seven Hundred Thirty-Five Thousand Pesos (P39,735,000.00) for the SC;
(ii) ARO No. 2018-047 in the amount of Three Hundred Fifty-Eight Million Four Hundred Fifty-Five Thousand Pesos (P358,455,000.00) for the lower courts;
(iii) ARO No. 2018-048 in the amount of Twenty-Four Million Nine Hundred Thousand Pesos (P24,900,000.00) for the CA;
(iv) ARO No. 2018-049 in the amount of Six Million One Hundred Thirty-Five Thousand Pesos (P6,135,000.00) for the Sandiganbayan; and
(v) ARO No. 2018-050 in the amount of Four Million Five Thousand Pesos (P4,005,000.00) for the CTA.
Acting on the Memorandum dated December 3, 2018 of Atty. Ferrer-Flores, the Court further Resolved to:
(a) APPROVE the grant of the additional SWA at the rate of Ten Thousand Pesos (P10,000.00) to the following, to be released on or before December 28, 2018:
(i) Justices, officials and employees of the SC and the PET, chargeable against the respective savings from the regular appropriations of the SC and the PET;
(ii) Justices, officials and employees of the CA, Sandiganbayan and CTA, chargeable against the respective savings from the regular appropriations of the said appellate courts; and
(iii) Judges, officials and personnel of the lower courts, and the employees of the HOJ, chargeable against the savings from the regular appropriations of the lower courts and the SC, respectively;
(b) APPROVE the following requests pursuant to the resolutions dated March 25, 2014, September 23, 2014 and March 28, 2017 in A.M. No. 14-03-05-SC (Re: Revised Accounting Entries Proposed by the Commission on Audit for Constitutional Fiscal Autonomy Group [CFAG] Member-Agencies), to wit:

(ii) Modification in allotment of the total amount of Two Hundred Thirty-Eight Million Nine Hundred Seventy Thousand Pesos (P238,970,000.00) from Unfilled Positions account of the lower courts to Other Personnel Benefits — lower courts, to cover funding requirements for the grant of the additional SWA at the rate of Ten Thousand Pesos (P10,000.00) to each of the judges, officials and personnel of the lower courts;
(iii) Modification in allotment of the amount of Sixteen Million Six Hundred Thousand Pesos (P16,600,000.00) from various Maintenance and Other Operating Expenses (MOOE) accounts of the CA to Other Personnel Benefits — CA, to cover funding requirements for the grant of the additional SWA at the rate of Ten Thousand Pesos (P10,000.00) to each of the Justices, officials and personnel of the CA;
(iv) Modification in allotment of the amount of Four Million Ninety Thousand Pesos (P4,090,000.00) from various MOOE accounts of the Sandiganbayan to Other Personnel Benefits — Sandiganbayan, to cover funding requirements for the grant of the additional SWA at the rate of Ten Thousand Pesos (P10,000.00) to each of the Justices, officials and personnel of the Sandiganbayan; and
(v) Modification in allotment of the amount of Two Million Six Hundred Seventy Thousand Pesos (P2,670,000.00) from various Personnel Services and MOOE accounts of the CTA to Other Personnel Benefits — CTA, to cover funding requirements for the grant of the additional SWA at the rate of Ten Thousand Pesos (P10,000.00) to each of the Justices, officials and personnel of the CTA; and
(c) APPROVE the corresponding AROs in the amounts specified hereunder for the grant of the additional SWA:
(i) ARO No. 2018-051 in the amount of Twenty-Six Million Four Hundred Ninety Thousand Pesos (P26,490,000.00) for the SC;
(ii) ARO No. 2018-052 in the amount of Two Hundred Thirty-Eight Million Nine Hundred Seventy Thousand Pesos (P238,970,000.00) for the lower courts;
(iii) ARO No. 2018-053 in the amount of Sixteen Million Six Hundred Thousand Pesos (P16,600,000.00) for the CA;
(iv) ARO No. 2018-054 in the amount of Four Million Ninety Thousand Pesos (P4,090,000.00) for the Sandiganbayan; and
