MEMORANDUM ORDER NO. 175-A
CLARIFYING THE SCOPE AND COVERAGE OF MEMORANDUM ORDER NO. 175 ENTITLED "PROVIDING GUIDELINES FOR THE IMPLEMENTATION OF LOCAL GOVERNMENT PROJECTS FUNDED FROM NATIONAL GOVERNMENT FUNDS AND FOR OTHER PURPOSES," SERIES OF 1988
WHEREAS, it has become imperative to clarify the scope and coverage of Memorandum Order No. 175, S. of 1988, for purposes of pinpointing responsibility, and attaining administrative simplicity and efficiency;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:
SECTION 1. The following projects are hereby declared to be within the coverage of Memorandum Order No. 175, S. of 1988:
(a) all projects funded from local government funds; and
(b) all local government projects funded from National Government funds.
The phrase "local government projects funded from national government funds" shall be construed to mean development projects funded with national government appropriations released directly to the local government units as authorized by law.
SECTION 2. National government projects covered by funds released to region- or district-based National Government agencies for the implementation thereof are not within the coverage of Memorandum Order No. 175, S. of 1988. The award and implementation of the said National Government projects shall remain the responsibility of the heads of the National Government agencies concerned.
SECTION 3. This Memorandum Order shall take effect immediately.
DONE in the City of Manila, this 8th day of May, in the year of Our Lord, Nineteen Hundred and Eighty-Nine.
