GENERAL ORDER NO. 5
AWARDING TO MAJOR GENERAL PAULINO SANTOS, PHILIPPINE ARMY, RETIRED, A BRONZE CLASP FOR THE DISTINGUISHED SERVICE STAR
1. For services of extraordinary value to the Commonwealth of the Philippines in a position of major responsibility, a bronze clasp for the Distinguished Service Star, in lieu of a second presentation to him of the same decoration, is hereby awarded to Major General Paulino Santos, Philippine Army, retired. As the first Chief of Staff of the Philippine Army, from May 5, 1936 to December 31, 1938, General Santos materially assisted in the solution of important problems incident to the initial organization of training, administrative and supply systems, and, through his zealous loyalty, his high concepts of duty and honor, and his professional and administrative ability, he contributed markedly, throughout his tenure of office, toward the attainment of essential standards of efficiency in the defense forces. His brilliant leadership has left a permanent imprint on the Army, and has earned for him the gratitude of the Government and the people of the Philippines.
