Authorizing Participation in the Career Executive Service (CES) Congress
Memorandum Circular No. 70 authorizes the participation of Career Executive Service (CES) officers, eligibles, and candidates in the CES Lifelong Learning for Leadership Congress, scheduled for November 20-22, 2019, at Taal Vista Hotel, Tagaytay City. The theme for the event is "GREATful Leadership: Performance, Positivity and Possibilities towards a Resilient Society." Participants are allowed to attend during official hours as long as it does not disrupt their office operations or public service delivery. Expenses incurred will be covered at prescribed rates in accordance with existing budget policies. This circular took effect immediately upon its issuance on November 7, 2019.

MEMORANDUM CIRCULAR NO. 70
AUTHORIZING PARTICIPATION IN THE CAREER EXECUTIVE SERVICE (CES) CONGRESS
The Career Executive Service Board will hold the CES Lifelong Learning for Leadership Congress on 20-22 November 2019 at the Taal Vista Hotel, Tagaytay City.
This year's theme is "GREATful Leadership: Performance, Positivity and Possibilities towards a Resilient Society."
In view thereof, all CES officers, eligibles and eligibility on-stream candidates are hereby authorized to attend the Congress on official time, to the extent that will not impair the operations of their respective offices, as well as the delivery of services to the public.
Expenses to be incurred by the participants shall be allowed at prescribed rates, in accordance with the existing policies of the Department of Budget and Management and the Commission on Audit.
This Circular shall take effect immediately.
DONE in the City of Manila, Philippines, this 7th day of November, in the year of Our Lord, Two Thousand and Nineteen.
