Authorizing Attendance in the 2022 National Information and Communications Technology (ICT) Summit
Memorandum Circular No. 10, issued on October 26, 2022, authorizes attendance at the 2022 National Information and Communications Technology (ICT) Summit, themed "Toward a Citizen-centric, Inclusive and Sustainable e-Governance Ecosystem," held on October 26-27, 2022, at the Manila Hotel. All national government departments, agencies, local government units, and government-owned corporations are encouraged to support the event and allow their ICT personnel to attend during official time, provided it does not disrupt agency operations. Attendees will be reimbursed for expenses according to existing budgetary policies, subject to standard accounting rules. The Circular took effect immediately upon issuance and was published in the Official Gazette.

MEMORANDUM CIRCULAR NO. 10
AUTHORIZING ATTENDANCE IN THE 2022 NATIONAL INFORMATION AND COMMUNICATIONS TECHNOLOGY (ICT) SUMMIT
The Department of Information and Communications Technology (DICT), in partnership with the Chief Information Officers' Forum, Inc. (CIOF) and the CIOF Foundation, Inc., will hold the 2022 National ICT Summit from 26 to 27 October 2022 at the Manila Hotel, Ermita, Manila, with the theme, "Toward a Citizen-centric, Inclusive and Sustainable e-Governance Ecosystem."
In this regard, all departments, agencies and instrumentalities of the National Government, including government-owned or -controlled corporations, government financial institutions, state universities and colleges, and all local government units are encouraged to support the DICT in the conduct of the 2022 National ICT Summit, and authorize their respective ICT executives, chief information officers, technical staff, academics, and key personnel to attend and participate, on official time, provided that they are issued the pertinent clearances or authorities by their respective heads of offices, and their participation in the said Summit will not adversely affect agency operations, as well as the delivery of services to the public.
Expenses to be incurred by the attendees shall be allowed at prescribed rates in accordance with the existing policies of the Department of Budget and Management, Commission on Audit and the Civil Service Commission, chargeable against the funds of their respective offices/agencies, and subject to the usual accounting and auditing rules and regulations.
This Circular shall take effect immediately.
