MEMORANDUM CIRCULAR NO. 45
ENJOINING PARTICIPATION IN THE NATIONAL INFORMATION AND COMMUNICATIONS TECHNOLOGY (ICT) SUMMIT 2018
WHEREAS, the Department of Information and Communications Technology, the lead agency of the government in harnessing information and communications technology (ICT) in governance and in delivering public services, will hold the 2018 Annual National ICT Summit, the culminating event of the ICT Month of June, on 21 to 22 June 2018 in Davao City, with the theme: "Empowering the Filipino through Digital Transformation";
WHEREAS, the National ICT Summit 2018 will be the venue for information sharing, presentation and discussion of programs, initiatives, policies, and innovative solutions, as well as resolution of ICT issues and concerns, with particular emphasis on empowering government ICT executives, managers, and policy makers to fully support and implement the "Build, Build, Build" Program of the President;
NOW, THEREFORE, all heads of departments, bureaus and offices, including government-owned or -controlled corporations and their subsidiaries, government financial institutions, local government units, and state universities and colleges are enjoined to lend full support to the National ICT Summit 2018, and authorize their respective ICT executives, chief information officers, technical staff, academics, and key personnel to attend the said Summit and actively participate in the conduct of all its programs and activities, on official time, with their expenses for transportation, subsistence, lodging, conference fees, and other necessary fees/expenses at rates prescribed in accordance with existing policies of the Department of Budget and Management, Commission on Audit, and the Civil Service Commission, chargeable against the funds of their respective offices/agencies, and subject to the usual accounting and auditing rules and regulations.
This Memorandum Circular shall take effect immediately.
