PROCLAMATION NO. 811-A
AMENDING PROCLAMATION NO. 811, ISSUED ON MARCH 19, 2005, ENTITLED "CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION"
Pursuant to the powers vested in me by the Constitution, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, do hereby call the Congress of the Philippines to a Special Session from March 30 to April 1, 2005 to urgently consider the passage of the following vital legislative measures on:
• Resetting the Barangay and Sangguniang Kabataan Elections;
• Extending the Utilization Period of the Agricultural Competitive Enhancement Fund (ACEF); cCaATD
• Strengthening the Anti-Smuggling Program; and
• Appropriating Funds for the Conduct of the Elections in the Autonomous Region in Muslim Mindanao (ARMM);
in addition to the bill Restructuring the Value-Added Tax System as contained in Proclamation 811 issued on March 19, 2005.
