Proclamation No. 1032-A, issued on November 22, 2006, amends Proclamation No. 1032 to designate December 11 to 14, 2006, as special (non-working) days in the cities of Cebu, Mandaue, and Lapu-Lapu due to the ASEAN Summit. The amendment specifies that the non-working days apply only to government employees, with exemptions for those in emergency, security, or essential services, while classes in both public and private schools are suspended. Additionally, the private sector is exempt from the proclamation, allowing them to continue operations during this period. The proclamation aims to balance government functions with the needs of the business sector during the summit.
