CHED MEMORANDUM ORDER NO. 003-11
| SUBJECT | : | Amendment to CMO No. 29, Series of 2009 Entitled "Revised Implementing Guidelines for the CHED Student Financial Assistance Programs (StuFAPs) |
In accordance with the pertinent provisions of Republic Act (RA) No. 7722, otherwise known as the "Higher Education Act of 1994," pursuant to the 368th Commission en Banc Meeting, Resolution No. 033-2011 dated February 14, 2011 and to provide additional support to the CHEDROs for their administrative cost in the implementation of various StuFAPs, the partial amendment to CMO No. 29, series of 2009 (Revised Implementing Guidelines for the CHED Student Financial Assistance Programs (StuFAPs) is hereby issued for the compliance of all concerned, thus:
SECTION VII. Administration and Management. —
The duties and responsibilities of CHEDROs, AFS/HEDF and HEIs relative to the administration of CHED StuFAPs is hereby amended to read as follows:
CHEDROs
1. Monitor the HEIs in the implementation and administration of various CHED StuFAPs;
2. Conduct orientation of scholars, grantees and student-borrowers on the policies, standards and guidelines;
3. Decide on the termination of CHED StuFAPs and request for transfer, reconsideration, deferment, shifting of course, reinstatement and other similar nature of this kind, provided, however, that it is within the prescribed number of years of the award and other conditions provided in the guidelines; SCHIac
4. Obligate payment for the scholars, grantees and student-borrowers for one (1) school year based on the submitted first semester masterlists and every school year thereafter to facilitate the disbursement of financial benefits subject to the submission of the required documents;
5. Disburse, or refund, as the case may be, to scholars/grantees/student-borrowers stipend and/or other financial benefits due them;
6. Utilize the funds provided in consonance with the terms and conditions set forth herein, subject to the existing accounting and auditing rules and regulations.
AFS/HEDF
1. Obligate payment for one (1) school year to CHEDROs through the recommendation of OSS;
2. Transfer to CHEDROs financial benefits of the scholars, grantees and student-borrowers enrolled during the semester.
HEIs
1. Assist the CHEDRO in the orientation of scholars, grantees and student-borrowers on the guidelines of the programs;
2. Submit to CHEDROs the masterlists of CHED scholars, grantees and student-borrowers during the semester for funding purposes not later than forty-five (45) days after enrolment using the OSS Form 02 and the status of scholars, grantees and student-borrowers who failed to enroll, dropped out, deferred, with failing grades, shifted in another course, transferred to another HEI, replaced, graduated, terminated, etc., before the end of every semester using the OSS Form 04;
3. Refund as the case may be, to scholars/grantees/student-borrowers account stipend and/or other financial benefits due them immediately upon transfer of fund from CHEDRO;
4. Submit status reports and recommend to CHEDROs measures to improve the implementation of CHED StuFAPs.
SECTION VIII. Monitoring and Evaluation. —
For monitoring CHED StuFAPs, the provisions are hereby amended to read as follows:
1. Allocations of the administrative cost/breakdown of 3% allocation:
a. 2.75% for CHED Regional Offices; and
b. 0.25% for the CHED-OSS.
2. The 2.75% allocation distributed to CHEDROs and 0.25% for the OSS shall be used solely for the CHED StuFAPs, specifically for the following purposes: SaICcT
a. Office supplies/materials expenses;
b. Communication expenses;
c. Transportation/travel expenses/monitoring activities;
d. Maintenance/repair of outdated equipment used in related activities for StuFAPs;
e. Meeting, orientation and conferences expenses;
f. Conduct of Regional Tracer Study; and
g. Other miscellaneous expenses related to implementation of StuFAPs.
3. In view of the foregoing, all CHEDROs shall prepare and submit a Work and Financial Plan (WFP) to the Office of Student Services (OSS) on the utilization of the 2.75% for effective administration and implementation of the StuFAPs on or before the end of March of each year using OSS Form 03 (Attachment 1).
The following shall be the percentage (%) distribution of expenditures:
