For the information and guidance of all concerned, quoted hereunder is the pertinent portion of the resolution of the Court En Banc in Administrative Matter No. 96-11-421-RTC RE: Request of Judge Jose Catral Mendoza, RTC, Br. 219, Quezon City, dated April 15, 1997, to wit:
". . . the Court Resolved to AMEND Administrative Order No. 104-96, dated October 21, 1996, with respect only to the "violation of the Dangerous Drugs Act of 1972, as amended, if the imposable penalty is Reclusion Perpetua to death. Thus, if the imposable penalty is below Reclusion Perpetua, the drug related cases will be raffled among the regular courts as ordinary criminal cases"

Quoted hereunder, for your information, is a resolution of the Court En Banc dated April 15, 1997.
A.M. No. 96-11-421-RTC. — Re: Request of Judge Jose Catral Mendoza, Regional Trial Court, Branch 219, Quezon City. — Acting on the Letter of Judge Jose Catral Mendoza, Regional Trial Court, Branch 219, Quezon City, dated October 21, 1996, requesting continuing exemption from the strict compliance with the provisions of Administrative Order No. 51-96, as amended, on the 60-day trial period, and averring that Branch 219, which has been designated as a special criminal court, has 449 cases, 399 of which are criminal cases and he is finding it difficult to comply with the trial of these cases within sixty (60) days and suggesting that violations of the Dangerous Drugs Law where the imposable penalty is lower than reclusion perpetua be handled by the ordinary courts, the Court Resolved to AMEND Administrative Order* No. 104-96, dated October 21, 1996, with respect only to the "violation of the Dangerous Drugs Act of 1972, as amended, if the imposable penalty is reclusion perpetua to death. Thus, if the imposable penalty is below reclusion perpetua, the drug related cases will be raffled among the regular courts as ordinary criminal cases. Hermosisima, Jr., J., on leave.
