PHILRACOM RESOLUTION NO. 26-12
Excerpts from the minutes of the meeting of the Board of the Philippine Racing Commission (Philracom) held on 21st of March 2012 at 4th Floor Electra House Bldg., Esteban St., Makati City.
WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over all aspects of the conduct of horse racing including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes, and the security of racing as provided for by the Presidential Decree No. 420;
WHEREAS, the Philracom, by virtue of the said mandate, has promulgated a set of rules called the Rules and Regulations on Horse Racing;
WHEREAS, the said Rules and Regulations on Horse Racing particularly PR 66 provides that:
"PR 66. LAME AND INJURED HORSES. —
This is a non-appealable case.
A. Any horse found lame after the race shall be given an indefinite suspension but not less than twenty one (21) calendar days.

WHEREAS, the Philracom Committee on Unsound Horses composed of Com. Lyndon Noel B. Guce, Dr. Romeo F. Buencamino, veterinarians from the Commission and the Racing Clubs, representatives from the Trainer's Association and Dr. Peter Rojas, has proposed as amendments (indicated with underscores) to PR 66 and 66A as follows:
"PR 66. LAME AND INJURED HORSES. —
A. Any horse found lame at the starting gate, during the course of the race and after the race, including barrier trial, shall be given a graduated suspension as follows:
1st offense — indefinite suspension but for not less than 21 calendar days, should pass one official barrier trial and must secure a clearance from the Regulation and Licensing Division (RLD) before declaration in a regular race. DCcHAa
2nd offense — one (1) month suspension, should pass one official barrier trial race and must secure a clearance from (RLD) before declaration in a regular race.
3rd offense — Three (3) month suspension, should pass one official barrier trial and must secure a clearance from the Regulation and Licensing Division (RLD) before declaration in a regular race.
NOW THEREFORE, BE IT RESOLVED, as it is hereby RESOLVED by the Philracom Board of Commissioners that the recommendation of the Committee on Unsound Horses for the amendment of PR 66 and 66A on LAME AND INJURED HORSES be ADOPTED so as to read as follows:
"PR 66. LAME AND INJURED HORSES. —
B. Any horse found lame at the starting gate, during the course of the race and after the race, including barrier trial, shall be given a graduated suspension as follows:
1st offense — indefinite suspension but for not less than 21 calendar days, should pass one official barrier trial and must secure a clearance from the Regulation and Licensing Division (RLD) before declaration in a regular race.
2nd offense — one (1) month suspension, should pass one official barrier trial race and must secure a clearance from (RLD) before declaration in a regular race.
3rd offense — Three (3) month suspension, should pass one official barrier trial and must secure a clearance from the Regulation and Licensing Division (RLD) before declaration in a regular race.
RESOLVED FURTHER, that a copy of this resolution be furnished the Racing Clubs, the Horseowners, Trainers, Jockeys, as well as be published in the Official Gazette and the Kopya for proper guidance and information.
