Amending Proclamation No. 889 Entitled "Suspending the Privilege of the Writ of Habeas Corpus in Certain Cases"
Proclamation No. 889-A, issued by President Ferdinand E. Marcos on August 30, 1971, amends an earlier proclamation that suspended the privilege of the writ of habeas corpus in certain cases. The amendment clarifies the scope of the suspension, citing an ongoing armed insurrection by organized lawless elements with ideological motivations, allegedly supported by foreign powers. It expresses concerns over these groups infiltrating various sectors of society, undermining the political and social order, and committing acts of violence. Consequently, the proclamation allows for the suspension of habeas corpus for those detained for insurrection, rebellion, or related acts to ensure public safety and maintain order.
