Further Lifting the Suspension of the Privilege of the Writ of Habeas Corpus in Other Areas
Proclamation No. 889-C, issued by President Ferdinand E. Marcos on September 25, 1971, further lifts the suspension of the privilege of the writ of habeas corpus in several provinces and cities across the Philippines. This follows earlier proclamations that initially suspended this privilege and then lifted it in certain areas for reasons of public safety and national security. The areas included in the lifting are primarily located in Mindanao and parts of the Visayas. The proclamation reflects the government's approach to managing civil liberties in the context of national security during this period.
