Further Lifting the Suspension of the Privilege of Habeas Corpus in Other Areas
Proclamation No. 889-D, issued by President Ferdinand E. Marcos on October 4, 1971, further lifts the suspension of the privilege of habeas corpus in specific areas of the Philippines. This decision follows earlier proclamations that had suspended this privilege across various regions, including certain parts of Luzon, the Visayas, and Mindanao. The lifting is aimed at enhancing public safety and national security. The proclamation specifically names several provinces and cities, including Cagayan, Albay, and Cavite City, where the writ of habeas corpus is reinstated.
