Alignment of Activities with the Supreme Court's Strategic Plan for Judicial Innovations for 2022-2027

Driven with the endeavour to continue and actualize prior initiatives for judicial reforms to address the perennial concerns of clogged dockets and case delays, among others, the Supreme Court has created a strategic plan, "Justice Real Time: A Strategic Plan for Judicial Innovations, 2022-2027" (SPJI). Building on and re-purposing existing frameworks and approaches, the SPJI aims to establish new ones to achieve the longtime aspiration of delivering justice real time-swift, fair, and inclusive. This five (5)-year action plan, overseen by the Supreme Court Management Committee, is formulated on clear guiding principles, a definite workplan and portfolio of projects, and achievable target outcomes to secure and accomplish meaningful and tangible results.

The SPJI is anchored on these four guiding principles: Timely and Fair Justice, Transparent and Accountable Justice, Equal and Inclusive Justice, and Technologically Adaptive Management, which aim to attain the following outcomes:

Outcome 1: EFFICIENCY through streamlined courts systems, both adjudicative and administrative, and effective monitoring and evaluation of the performance of justices, judges, and court officials and personnel.

Outcome 2: INNOVATION through the creation of an Information and Communications Technology Infrastructure for the Judiciary.

Outcome 3: ACCESS through inclusivity, transparency, and accountability in court adjudicative and administrative systems and procedures.

Considering the significance and extent of the tasks ahead, there is a need for the collective effort and participation of all the officials and personnel of the Judiciary to realize the goals of the SPJI.

Accordingly, all first and second level court Judges are DIRECTED to submit to the Court Management Office, Office of the Court Administrator ([email protected]), their comments, suggestions and/or recommendations related to their court operations, if any, that may be aligned with the SPJI and consider the areas where they can best participate to meet the targeted outcomes thereof.
