Withdrawing the Tax Privileges Under P.D. No. 875
Presidential Decree No. 998, issued on September 16, 1976, by President Ferdinand E. Marcos, withdraws the tax privileges previously granted to the commissary and PX system for the Integrated National Police under Presidential Decree No. 875. This decision was made due to difficulties in regulating the distribution of tax-exempt goods and the resulting loss of government revenue. Instead of tax advantages, the government has opted to provide direct financial aid, which has been reflected in recent salary increases for Integrated National Police members. The decree takes effect immediately upon its promulgation.

PRESIDENTIAL DECREE NO. 998
WITHDRAWING THE TAX PRIVILEGES UNDER PRESIDENTIAL DECREE NO. 875
WHEREAS, by virtue of Presidential Decree No. 875 establishing a commissary and PX system for the Integrated National Police System, all purchases thru such system from local sources, manufacturers, suppliers and producers of commodities are free from all taxes, duties and other charges prescribed for similar commodities under existing revenue and other laws, ordinances and regulations; cdt
WHEREAS, such tax concessions have posed difficulties in policing the distribution of such tax-exempt goods, and resulted in the outright loss of the much needed revenues of the government; cd
WHEREAS, on the proposition that giving direct financial aid to such select group is better than giving them tax advantages over the others, the salaries of the members of the Integrated National Police had been recently increased;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby decree and order that all tax privileges given the commissary and PX system of the Integrated National Police under Presidential Decree No. 875 are hereby withdrawn effective upon the promulgation of this Decree. acd
