PROCLAMATION NO. 2185
CALLING THE BATASANG PAMBANSA TO A SPECIAL SESSION ON MAY 19, 1982, TO CONSIDER CABINET BILL NO. 49, AND OTHER URGENT LEGISLATION ESSENTIAL TO THE ECONOMY AND NATIONAL SECURITY
WHEREAS, there is a pending in the Batasang Pambansa Cabinet Bill No. 49 which provides, among other things, for sanctions against illegal strikes or lockouts and interference with peaceful picketing; cd
WHEREAS, there are other issues in the labor situation such as the indicative list of critical industries, the jurisdiction over prohibited acts and the interpretation or application of the 13th month pay provided for in Presidential Decree No. 851 which, like Cabinet Bill No. 49, are essential to the economy and national security;
WHEREAS, there is likewise an urgent need for legislation to change the composition of the single Executive Council for Regions 9 and 12 as a result of the merger of the two existing Lupong Tagapagpaganap submitted to a plebiscite in the two regions;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby call the Batasang Pambansa to a special session for not more than fifteen (15) days beginning at five o'clock p.m., May 19, 1982, to consider Cabinet Bill No. 49, entitled "AN ACT TO AMEND ARTICLES 212, 217, 255, 265 AND 273 AND FOR OTHER PURPOSES"; other urgent labor legislation essential to the growth of the economy and the protection of national security; and legislation changing the composition of the single Executive Committee for Regions 9 and 12 as a result of the merger of the two existing Lupong Tagapagpaganap submitted to a plebiscite in the two regions, and amendments to any other provision in the laws concerning the Autonomous Regions of Regions 9 and 12.
