WHEREAS, the President of the Philippines has issued Proclamation No. 2040 dated December 5, 1980, convening the Interim Batasang Pambansa (IBP) as a constituent body to consider proposals to amend the Constitution; and aisa dc
WHEREAS, there is a need for sufficient funds to finance the Interim Batasang Pambansa in its assigned task;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order: cdt
1. The Minister of the Budget to set aside funds appropriated for the Interim Batasang Pambansa to be used by it as a constituent assembly to draft proposals for the amendment of the Constitution; and aisa dc
2. The Chairman, Commission on Audit to pass upon in audit, subject to accounting and auditing rules, all expenditures of the Interim Batasang Pambansa as a constituent body.
