Proclamation No. 1599, issued on August 22, 2008, declares September 18, 2008, as a special non-working day in the Province of Zamboanga del Sur in celebration of its 56th Foundation Day anniversary. This proclamation allows the residents of Zamboanga del Sur to fully participate in the festivities and ceremonies associated with the occasion. The declaration was made by Executive Secretary Eduardo R. Ermita under the authority of then-President Gloria Macapagal-Arroyo. The proclamation is formalized with the seal of the Republic of the Philippines.

DECLARING THURSDAY, SEPTEMBER 18, 2008, AS SPECIAL (NON-WORKING) DAY IN THE PROVINCE OF ZAMBOANGA DEL SUR
WHEREAS, Thursday, September 18, 2008, marks the 56th Foundation Day anniversary of the Province of Zamboanga del Sur; TaDCEc
WHEREAS, it is but fitting and proper that the people of the Province of Zamboanga del Sur, be given full opportunity to celebrate the occasion with appropriate ceremonies.
NOW, THEREFORE, I, EDUARDO R. ERMITA, Executive Secretary, by authority of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Thursday, September 18, 2008, as special (non-working) day in the Province of Zamboanga del Sur.
