RULES AND REGULATIONS GOVERNING PROFESSIONAL BOXING IN THE PHILIPPINES (REVISED CY 2016)
QUOTED hereunder is a Resolution adopted by the Board during its 3rd Regular Meeting held on March 16, 2016 at the Office of the Chairman, Games and Amusements Board, to wit:
Pursuant to the powers vested in the Games and Amusements Board under Section 7 of Executive Order No. 392, s. 1950 in connection with Executive Order No. 120, s. 1948, as amended by Presidential Decree No. 871, the following Rules and Regulations governing Professional Boxing are hereby promulgated:
ARTICLE 1
Definitions
In the interpretation of these Rules and Regulations, unless the context indicates a different meaning, the word:
Board shall refer to the Games and Amusements Board which was created under Executive Order No. 392.
Promoter shall refer to any individual, association, partnership or corporation engaged in the promotion of boxing.
Professional Boxer shall refer to a person who is paid a sum of money and other compensation as a salary or prize money for participating in a bout or in a contest of a professional boxing.
Purse shall refer to the money prize paid to the boxer.
Card shall refer to the boxing program.
Matches shall refer to the pairing of boxers in a contest or in a bout.
License shall refer to a document issued by the Board authorizing a person or entity to perform duties as a privilege connected with professional boxing.
Permit shall refer to a document issued by the Board authorizing a person or entity to hold, promote or engage in the conduct or operation of professional boxing.
Gross Income shall refer to the proceeds from the gross sales of tickets and earnings from motion picture, radio and television.
ARTICLE 2
Licenses
The Board may issue licenses to qualified persons holding contest and to individuals participating therein directly or indirectly. CAIHTE

All professional licensed boxers shall submit to the Board their correct addresses, the addresses of members of their immediate families and telephone numbers of their contact persons.
2.2. Procedures
a) All boxers shall undergo and pass complete medical examinations before they could secure license (whether they are new applicants or applicants for renewal of license).
b) All medical requirements for the issuance of authority to professional boxers must be completed and submitted to the Board before or on the day of the weigh-in, otherwise a professional boxer will not be allowed to be subject to official weigh-in.
c) All request forms for any laboratory test or diagnostic procedure shall be issued by the Medical Section/Board accredited physician and should bear the applicant's picture and signature.
2.3. Fees
As per compliance with DOF-DBM Joint Circular No. 2-04 issued on December 16, 2004, submitted hereunder are the license fees and permits currently imposed and collected by the Games and Amusements Board:

Except boxers, each applicant for a license shall be required to submit NBI or Police Clearance.
Licenses must be renewed annually not later than the last day of March of every calendar year. A penalty of fifty percent (50%) of the basic license fee shall be imposed on late renewals.
ARTICLE 3
Permit Fees, Bonds and Deposits Required of a Promoter
No boxing contest or exhibition shall be held without a permit issued by the Chairman or his authorized Member of the Board or representative.
In addition to the above, the promoter shall submit on or before the boxing contest a cash deposit, to cover the equivalent or three percent (3%) of the estimated gross receipts based on the printed tickets. Including income from television and cable networks rights shall be included in the estimate of the gross receipts. DETACa
ARTICLE 4
Promoter's Responsibilities
The following shall be the responsibilities of a promoter:
(a) Must provide adequate security personnel to insure peaceful and orderly fights. To notify the local police that a boxing match will be held. He shall contact the government authorities of the town or city where the contest will be held and shall see to it that the necessary numbers of agents of the law for the purpose are assigned therein.
(b) Where the contest be held and shall see to it that necessary numbers of agents of the law for the purpose are assigned therein.
(c) Assure the GAB that a hospital (name to be furnished to the GAB prior to the promotion) within the province with sufficient capability and adequate facilities, has agreed to render immediate medical assistance in case of an injury to the boxers.
(d) Provide a standby ambulance at the boxing venue manned by trained emergency personnel/paramedics, must have equipment to aid the ringside physician in the event of an injury to the boxers.
(e) Provide at the ringside, a stretcher, portable oxygen, and other first aid kit.
(f) Submit directly to the Office of the Chairman or thru the regional offices at least the main event or the supporting event for approval of the Boxing and Other Contact Sports Division at least five (5) days before the date of the contest.
(g) Submit to the Board the boxers-promoters' contract. Likewise, the printer's affidavit shall be submitted containing the number, classification and prices of tickets printed.
(h) Obtain the permit for the contest.
(i) Substitution of boxers slated in the main event of a boxing promotion shall not be allowed except that the same is made known formally and in writing to the GAB division or its representative at least five (5) days before the scheduled weigh-in. In case of under-cards, substitution be likewise allowed upon written notice to the Office of the Chairman or thru the regional offices for approval of the Boxing and Other Contact Sports Division not later than the date of the weigh-in. Affidavit or certification duly subscribed and sworn to before a Notary Public by the trainer of the substitute boxer concerned attesting to the fact that the said boxer has adequately trained for the fight and is in perfect physical condition be attached to the notice of substitution to be submitted to the Boxing and Other Contact Sports Division.
(j) Boxers are paid their purses at least immediately after the contest.
(k) Furnish new gloves for all championship contests.
(l) Provide for the use of all boxers a sufficient number of water buckets, fans, powdered resin for canvas, stools for seconds and such other articles as are required in the conduct of the contests. A bucket used by a boxer shall not be used again until it has been washed and cleaned.
(m) Submit to the Board the unsold tickets of the contest as basis for the computation of three percent (3%) share of the Board. Unsold tickets will only be considered if returned within the period of ten (10) days after the promotion.
(n) Pay the three percent (3%) share of the Board within ten (10) days after the date of the promotion. (As amended on July 8, 1993).
(o) No application to hold contests filed by delinquent promoters shall be accepted or given due course, unless he settles his obligation or make definitive arrangements for the settlement of pending obligations incurred in connection with previous promotion. A promoter who undertakes a boxing promotion with TV coverage shall submit the TV contracts thereon to the Board. (Board Resolution # 01-04, S of 2001).
ARTICLE 5
Withholding of Purse by a Promoter
At least sixty percent (60%) of the boxer's purse shall be retained by the promoter. In case of irregularity committed by any of the boxers, the 60% shall be turned over to the GAB for final disposition.
A maximum of forty percent (40%) can be advanced to any of the boxers or managers for training expenses.
ARTICLE 6
Purses
Promoter shall pay for the services of boxers the amount agreed upon and said payment shall be made only to the licensed boxers as stipulated at the contract.
Purses on winner take-all basis are not sanctioned by the Board. aDSIHc
ARTICLE 7
Contracts and Agreements between Boxers and Promoters
Promoters are prohibited from entering into contracts with unlicensed managers and boxers.
Where a boxer has a duly licensed manager, contracts not bearing the signature of such manager will be regarded as null and void except in the following cases:
a) If there is a pending case before the Board between the manager and boxer in connection with their Boxer-Manager's Contract. In this case, the promoter who engaged the services of said boxer shall be required to deposit with the Board the share of the registered manager for safekeeping. The case should be resolved within two (2) months.
b) If the registered manager is not a duly licensed for the current year. In such a case the boxer shall be allowed to sign the contract for himself and the manager shall not be entitled to any share of the purse.
c) Non-appearance of any boxer would mean a suspension of six (6) months. Second offense would be a revocation of his license.
All contracts, to receive official recognition, shall be registered with and approved by the Board on or before the day of the weigh-in.
A contract with "return bout clause" has to be approved by the Board at least ten (10) days before the contest.
In championship bout wherein promoters have the right to promote the next fight of the winning boxer shall be allowed and in no case shall such option be for more than six (6) months from the date of the grant thereof or from a particular fight.
If two or more promoters file disputed claims for the service of a boxer, the boxer concerned shall not be allowed to perform until such claims are decided by the Board.
Contracts between promoters and boxers shall include a clause in which the contestant and/or manager certify that the boxer is in A-1 shape and is not concealing any illness or injury.
Any promoter, manager, or boxer found guilty of violating any provision of a contract entered into shall be subject to disciplinary action.
ARTICLE 8
Contractual Fulfillment by Boxers
Boxers shall fulfill the commitments made by them or by their managers that are embodied in their written contracts. ATICcS
In case of the non-appearance of a boxer or his disqualification for any cause, the boxer appearing for the contest who is not disqualified shall proceed to fulfill his commitments against a suitable opponent approved by the Board. He shall not be dropped from the card without receiving from the promoter the agreed purse in full.
ARTICLE 9
Matchmakers
Contests shall be made only by a licensed matchmaker who should have no connection with any boxer or stable of boxers.
A matchmaker shall see to it that boxers are evenly matched in ability and in weight.
ARTICLE 10
Contracts and Agreements between Managers and Boxers
Before a manager can sign for a boxer, his contract to any as such, shall be registered, filed with and approved by the Board. A corresponding fee shall be charged for such registration.
Contracts between managers and boxers must be for a definite term which in no case shall exceed eight (8) years.
Contracts between managers and boxers shall be subject to cancellation for cause by the Board.
No assignment of a manager's and boxer's interest in a contract, or of any part thereof, shall be made without the written approval of the Board.
All contracts between managers and boxers where the boxers are under eighteen (18) years of age shall be signed by the boxer's parent or legal guardian.
All releases from the contracts between boxers and managers must be duly notarized and shall be filed with and approved by the Board. (As amended on July 8, 1993).
ARTICLE 11
Managers (Par. 4 of Art. 11 amended on December 10, 1976)
Before a manager can be licensed, he/she shall:
a) Be at least twenty-one (21) years of age;
b) Be able to read and write; ETHIDa
c) Furnish the Board with three (3) ID-sized photos and three (3) specimens of his signature; and
d) Submit to the Board a copy of his latest income tax return, an NBI or police clearance, the latter to be obtained from the police department of the place of his residence.
A manager who acts as second for his own boxers exclusively shall not be required to obtain a second's license.
A manager, subject to the approval of the Board may also be a licensed promoter.
"Unless his purpose is to stop the contest for a justifiable reason or cause, a manager or trainer shall not enter the ring during the progress of a round. If he so enters the ring in violation hereof, he shall forthwith be ejected therefrom by the referee. Moreover, such violation, if found, after due hearing, to have been done to prejudice his boxer or the contest, shall be a ground for the suspension or revocation of his license."
The manager of the boxer/s subject of a complaint by a country involving professional boxing shall be summoned before the Board and if found guilty shall be subject to sanction.
ARTICLE 12
Boxers
Before a boxer shall be licensed, he shall:
a) Be at least 18 years of age; unless the Board grants special authorization upon the consent of the boxer's parent or legal guardian. In no case the boxer be less than 15 years of age of the time of the application.
b) Pass an examination by the Board for physical and mental fitness for competition;
c) Furnish the Board with three (3) ID-sized photos and three (3) specimens of his signature;
d) Furnish the Board with copy of his/her birth certificate or NSO-issued certificate. A boxer who has no record of birth shall submit a Parents' Affidavit (duly notarized), declaring therein, among other things, the following: name of child, date and place of birth and name of parents.
In case a boxer has a pending or delayed registration of birth, he/she shall also submit a Parents' Affidavit and then the birth certificate shall be submitted after it is duly registered with the NSO.
e) Female boxers shall submit any corresponding medical requirements pertaining to gynecological conditions.
ARTICLE 13
Boxers without Managers
A boxer not under contract to a manager may make his own matches and sign contracts, and need not apply for a manager's license to handle his own affairs.
ARTICLE 14
Assumed Names
In applying for a license, a boxer shall give both his correct name and his ring name, and his address together with names appearing on licenses held under other Boards or commissions. Assumption of a false name shall result in disqualification from obtaining a license.
A boxer may change his ring name upon approval of the Board.
ARTICLE 15
Weighing at Non-Championship Contests
Boxers shall be weighed in the presence of each other or his representative and before an official of the GAB not less than 24 to 30 hours before the contest. No weigh-in shall be conducted without a GAB representative.
A boxer who fails to make the specific weight, agreed upon in the bout agreement, shall be given an extension of two (2) hours to make the weight. Failure thereof shall be subject to the following penalties:
a) The boxer who is overweight by one (1) pound shall forfeit ten percent (10%) of his or her purse to be given to his or her opponent who made the weight; and
b) An additional five percent (5%) shall be deducted to the purse of the overweight boxer for every excess pound thereafter.
A boxer shall be allowed an excess of one (1) pound over the stipulated weight agreed upon in the contract without penalties. Otherwise, penalties mentioned in the preceding paragraph shall be imposed.
ARTICLE 16
Weighing at Championship Contests
When a champion fails to make the required weight, he shall automatically lose such championship. If in such bout, the overweight former champion wins, the title remains vacant.
If the challenger, who made the weight wins over the overweight champion, the challenger becomes the champion. If the challenger comes in over the weight limits, then the contest shall be declared a non-title contest. cSEDTC

ARTICLE 18
Championship Contests
All National Championship contests shall be twelve (12) rounds.
All Championship contests for youth and women shall be ten (10) rounds.
ARTICLE 19
Non-Championship Contests
Non-championship contests shall be held over a distance of not more than ten (10) rounds, unless allowed by the Board. A champion who engages in a non-championship contest within the weight limit in his division and loses against a Filipino boxer within the country shall be sufficient ground for the Board to declare the title vacant.
ARTICLE 20
Defense of Titles
A champion must defend his title within six (6) months after acquiring or successfully defending such title, provided there is a worthy challenger and promoter willing to stage the contest. His first title defense may be against any of the rated boxers in the division.
His second defense must be against the next highest available contender. The champion subsequent defenses shall be in conformity with the above procedure.
However, if there is no worthy challenger and promoter willing to stage the contest, an extension of another three (3) months may be granted, provided an application to that effect is filed with the Board before the expiration of the first six (6) months period. During the extended period, a champion may be compelled to defend his title against a worthy challenger for a reasonable purse as may be determined by the Board.
In no case shall the period for defending a title exceed nine (9) months from the date of acquiring or successfully defending such title. Failure to defend the title shall be sufficient ground for the Board to declare the title vacant.
When a champion leaves the Philippines, he shall still remain the champion. In no case shall a champion leave the country within two months before the allowed maximum nine (9)-month period to defend his title. Before the expiration of the six (6) months reglementary period to defend his title, he shall inform the Board in writing of his intention to defend his title in which case the Board may grant him an extension of three (3) months. However, his failure to notify the Board of not being able to return to the Philippines to defend his title after the expiration of the six (6)-month reglementary period shall be sufficient ground for the Board to declare the title vacant.
When a champion fails to defend his title within the reglementary period of six (6) months on the ground of illness or physical impediment, he must support the allegation with a medical certificate to that effect from the physician of the Board in which case the Board may grant him an extension of three (3) months within which to get himself cured. Failure to defend the title under the above conditions shall be sufficient ground for the Board to declare the title vacant.
If a title becomes vacant
Authorized and cause to institute a tournament or elimination contest among leading contenders in the division of the vacant title, with the winner being recognized as the new champion. The Board may impose such condition as it deems proper and necessary upon a new champion, including:
a) Designating a boxer against whom the first defense of the title may be made (who will be the next highest rated available boxer in the current ratings or selected through an elimination bout). SDAaTC
b) Ordering the new champion to make his first compulsory defense within ninety (90) days upon acquiring the title.
Immediate Rematch
No championship contract and title match shall be approved by the Board if the contract contains a "return match" clause which requires or binds the challenger to meet the former champion again for the title in the event the challenger wins the bout. The Board shall not certify any match between the same two boxers (champion and challenger in GAB sanctioned title match) if it is an immediate return rematch.
ARTICLE 21
Number of Titles Allowed
A boxer is allowed to hold only one (1) Philippine title at a time. The boxer, through his manager, shall notify the Board in writing within ten (10) days of having acquired a second title as to which he wishes to retain. Failure to do so would mean that the boxer prefers to retain the title of the heavier division and the Board shall automatically declare the title of the lighter division vacant.
When the champion acquires an oriental or regional or world title, his national title shall be deemed automatically vacated.
ARTICLE 22
Draw Decision in Championship Contests
In case of a draw in a title contest, the champion shall retain the title. In case of a no-contest and the champion is at fault the title shall be declared vacant.
ARTICLE 23
Authorization for Filipino Boxers to Fight Abroad
Only boxers who are rated from 1-15 by GAB are automatically authorized to fight abroad. Boxers who are not rated shall apply for authorization and endorsement from GAB Chairman.
No Written "Authority to Fight,"
Before a professional Filipino boxer will be allowed to engage in a title or non-title fight abroad, he must secure a written "Authority to Fight" signed by the Chairman or his authorized Member of the Board/Commissioner or representative. The written "Authority to Fight" shall be presented by the boxer to the boxing body/commission/federation of the foreign country.
Those persons who bring boxers abroad without the written authority or approval from the GAB will be considered and declared as "illegal recruiters." AaCTcI
The applications for authority for Filipino boxers to fight abroad must be filed in writing with the Board, not less than ten (10) days prior to the Filipino boxers' departure for the venue of the fight, and must be supported by:
a. Copy of the boxers' contract stating the name of his opponent; date/time/place of fight; the number of rounds of fights; the purse; and the name of the promoter;
b. Additional medical requirements mentioned in sub-section 2.2 of Article 2;
c. Official, authenticated and original Boxer's International Passport (green book) which records the fight of the boxer. It must be filled in and submitted to the Board upon his return;
d. Passport copy of the boxers and his accompanying persons such as managers/trainers/promoters or the boxer's duly authorized representatives requesting clearances to fight in and/or travel to foreign countries. They must be holders of GAB licenses for at least two (2) years prior to the date of the scheduled fight and must be active in their profession. Said licensees applying for GAB endorsements shall personally present themselves before any Representative of the Board at least ten (10) days prior to the date of their departure as a pre-requisite for the issuance of the required "Letter of Endorsement";
e. Affidavit or certification duly subscribed and sworn to before a Notary Public by the trainer/manager attesting to the fact that the said boxer has adequately trained for the fight and is in perfect physical condition; and
f. "Affidavit of Undertaking" duly subscribed and sworn to before a Notary Public wherein boxers and accompanying persons promise, pledge and undertake to return to the Philippines after the conclusion of the fight or within the period granted by the foreign promoter, or after the expiration of visa.
Boxers and accompanying persons who found guilty of violating the provisions of the "Affidavit of Undertaking" shall be a sufficient ground for the cancellation of their GAB-issued license and/or other penalty to be determined by the Board. However, in order to avoid legal sanctions from GAB, boxers, managers, trainers or promoters who wish to extend their stay abroad after the conclusion of the fight or after the expiration of their visa for the purpose of practicing their professions, must submit the following:
1. Clearance or approval from boxing body of foreign country; and
2. Employer-Employee Contract.
No authority from GAB shall be issued to the boxers, trainers, managers or promoters for their applications to extend their stay abroad after the expiration of their visas.
World-Rated Boxer
A Filipino boxer who is included in the rankings of the World Boxing Council (WBC), World Boxing Association (WBA), World Boxing Organization (WBO) and International Boxing Federation (IBF) from 1-10 is considered "world-rated" and need not be included in the Philippine rankings to apply for a travel authority to fight abroad. However, he must inform the Board in writing ten (10) days prior to the date of his departure and must comply with the requirements for boxers fighting abroad.
The approval of the authorization to fight or spar abroad under the circumstances or instances beyond the above conditions shall be subject to the sound discretion of the Board.
ARTICLE 24
Bribery Attempts
The following clauses shall appear in all contracts for contest: "The boxer hereby agrees that should he be approached by any person or persons asking him to take part in a fake contest, or to accept a bribe, he shall immediately report all facts pertaining to such a proposition to the Board."
Failure to so report shall result in disciplinary action by the Board.
ARTICLE 25
Fake Contests
Any licensee who is found guilty of connivance or participation in any pre-arranged or fake contest shall suffer the penalty of revocation of his license. Any boxer found guilty of participation in a fake contest shall forfeit his purse, the same to be disposed of by the Board at its discretion.
ARTICLE 26
Length of Rounds
For Men's boxing, rounds shall be of three (3) minutes' duration with one (1) minute rest between rounds.
For Women's boxing, rounds shall be of two (2) minutes' duration with one (1) minute rest between rounds.
ARTICLE 27
Interval between Contests
A boxer who has just participated in a contest shall be required at least a thirty (30) days mandatory rest period for 4 rounders and Forty five (45) days for 6 rounders and above before he is allowed to compete again. EcTCAD
Boxers whose last fight was 6 rounds or more should get special permission from GAB Chairman if mandatory 45 days period has not been complied. The basis of the Chairman in granting special permission will be the evaluation of GAB supervisor of the fight.
If a boxer suffers a knockout (KO) or technical knockout (TKO) as a result of body punch, he is required to rest for a minimum of sixty (60) days, before he is allowed to compete again.
If a boxer suffers a knockout (KO) or technical knockout (TKO) as a result of head punch, he is required to rest for a minimum of ninety (90) days, before he is allowed to compete again, and then only after a thorough physical examination by the Board's physician.
A boxer, who suffers a loss of consciousness after the knockout, shall be required to have a CT-scan before he will be allowed to fight again.
The above conditions shall be followed; otherwise, the decision to fight again will be at the discretion of the Board's Medical Officer.
In case a boxer has received a serious concussion, he shall not be allowed to compete again until he has been examined and has been certified to by the Board physician as fit to box again. (As amended on July 8, 1993).
ARTICLE 28
Retirement
A boxer may be retired by the Board for the following causes:
a) Heart defects
b) Failing eyesight
c) Failing health
d) Other mental, physical or medical causes as the Board may determine at its discretion
ARTICLE 29
Reporting at Dressing Room
A Board representative shall be in charge of the conduct in the dressing room, and shall see to it that the boxers and seconds are dressed in accordance with the rules, that is, that the tapes, gloves, smelling salts and accouterments are as required, and that there is no delay between bouts. He shall also see to it that one (1) set of boxers is ready to enter the ring while the preceding bout is in progress.
No one shall be allowed in the boxer's dressing rooms, except managers, seconds and representatives of the Board. (As amended on July 8, 1993)
ARTICLE 30
Seconds and Trainers
No second/trainer shall be licensed unless he is at least 18 years of age. Otherwise, he may seek the Board or any of its representative special authorization upon the consent of the second's or trainer's parent or legal guardian. He shall attend an orientation to be given by GAB-authorized representative on his technical qualifications to act as second/trainer.
Duly sanctioned and authorized boxing managers, trainers and seconds are the only persons to be allowed to approach and stay at the respective boxer's corner. Such persons should be in their proper uniform with the respective titles printed at the front and back.
Seconds/trainers shall not be more than three (3) in numbers for each boxer. Only one will be allowed inside the ring.
No trainers/seconds shall be under the influence of liquor or drugs.
Trainers/Seconds shall observe proper decorum and behavior and shall not heckle or annoy their boxer's opponent. Violations of this rule shall be properly dealt with by the Board.
Unless his purpose is to stop the contest, a second/trainer/manager shall not enter the ring during the progress of the round. A violation of this rule shall subject the second to revocation of his license. But the referee may still order the bout to continue at his and the trainer's discretion.
Failure to leave the ring after the sound of the whistle for second's/trainer's out, the Board may reprimand for first offense, and suspension for the second offense.
The throwing into the ring of a towel, sponge or any other article by a manager or second to stop a fight is strictly prohibited. (As amended on July 8, 1993)
ARTICLE 31
Contest Timekeeper
The contest timekeeper shall indicate the beginning and ending of each round by striking the bell with a metal hammer. He shall be seated at ringside close to the bell.
The contest timekeeper shall provide himself with a whistle and an accurate stopwatch that shall have been properly examined and certified to by a Board representative before it is used. HSAcaE
Ten seconds before the beginning of each round, the contest timekeeper shall give warning to the second of the contestants by blowing his whistle.
ARTICLE 32
Knockdown Timekeeper and Rules on Counting
The knockdown timekeeper shall assist the contest timekeeper.
As soon as a boxer is floored, the knockdown timekeeper shall strike the floor of the ring with a hammer at one-second intervals as long as the boxer is on the floor. This count shall not necessarily be limited to ten (10) seconds, but shall be for the purpose of a correct count by seconds.
A boxer who has been knocked down cannot be saved by the bell in any round. Even at the sound of the bell signaling the termination of a round, the referee shall continue to count over the fallen boxer until he rises up.
Should the referee encounter difficulty in keeping the boxer scoring the knockdown in the farthest neutral corner, thus interrupting the referee's count, the knockdown timekeeper shall continue to strike the floor and the referee, when resuming his count shall continue the count with the beat of the knockdown timekeeper.
The knockdown timekeeper's count may therefore continue beyond ten (10) seconds. His count is a guide for the referee. The referee's count is the official count. (As amended on July 8, 1993)
During the last ten (10) seconds before the bell signals the termination of a round, the knockdown timekeeper should alert the contestants and the referee by striking a clapper other than the bell audibly heard to warn the ten (10) seconds left in the bout.
ARTICLE 33
Announcer
After boxers and their chief seconds are in the ring, the announcer shall announce the names of the boxers, their correct weights and such other matters as may be directed by the Board.
The announcer shall announce the decision. He shall not make any special announcements without the approval of a representative of the Board.
ARTICLE 34
Physician
A duly licensed physician appointed by the Board shall conduct a physical examination at any time or place designated by the Board.
No boxer shall take part in a contest unless pronounced fit to do so by the accredited physician of the Board, and the physical fitness of boxers shall be certified over the signature of said physician as part of the report submitted after each set of the contests. Particular attention should be devoted to examinations for vision and boxers failing on this shall be recommended for retirement. Particular attention should be devoted to effects of recent knockouts and possible internal injuries and punch drunkenness.
No female boxers shall take part in a contest unless she had submitted an accurate history of menstruation, pregnancy, breast or any gynecological surgery according to the recommended medical guidelines. Female contestants must submit a doctor's written verification of a negative pregnancy test administered by a medical practitioner (MD) within 48 hours of a scheduled contest.
Physical examination shall be complete and thorough approximating those required by life insurance companies.
Drugs Test: Prohibited drugs — Coordination with DOH accredited laboratory facility for On-site Drug Testing may be taken before or after the fight especially during championship fight or as recommended by the Physician. (As amended on July 8, 1993)
ARTICLE 35
Judges
Three (3) judges licensed by the Board shall render a decision at the termination of each contest. They shall be bona-fide residents of the Philippines.
Members of the Board or designated officials of the Board including personnel of GAB may, when necessary, act as judges, particularly in remote areas where no licensed judges are immediately available. Licensed referees who act as judges are not required to secure a license for judges.
The Board shall not issue a boxing referee's or judge's license to any person who is beyond sixty-five (65) years of age. This condition may however be waived, in the discretion of the Board, in cases where the person concerned is an international referee or judge recognized as such by the various boxing federations and experienced in refereeing or judging international boxing bouts. ARTICLE 36
Referee's License and Qualifications
Referees may be licensed after first satisfying the Board of their professional and physical qualifications.
To be a referee, an applicant: HESIcT
(a) Must be a Filipino citizen or if a foreigner, must be a duly licensed referee of his own country;
(b) Must be at least twenty-one (21) years of age, physically and mentally sound and of good reputation and moral standing in the community; and
(c) Must pass a written and practical examination conducted by the Board.
No referee or judge may officiate in any particular bout when he is directly involved in one particular boxer or promoter and manager. (As amended on July 8, 1993)
ARTICLE 37
Principles of Clean Contests
The Board demands clean and sportsmanlike contests and the prevention of injuries to boxers through the use of unfair methods. Foul practices that are distinctly injurious to the sports shall not be allowed. A clean hard-fought contest is interesting to the spectators, but holding, using unfair blows, pushing, stalling, mauling and roughing are not part of the sport and will not be tolerated. Referees shall not permit unfair practices that may cause injury to a contestant, and will be held strictly responsible for enforcing these rules.
ARTICLE 38
Powers of the Referee
The referee has the power to maintain discipline and enforce the Rules and Regulations pertaining to the conduct and behavior of the boxers and seconds.
The referee may stop a contest if in his opinion one of the boxers is being severely punished and helpless, and declare the other boxer as the winner by technical knockout.
The referee may stop a contest if one or both boxers is/are unwilling or reluctant to fight or is/are obviously withholding his/their punches and declare it a "no contest" at least after three (3) warnings have been given to the boxers. He must however, consult the judges, if any, and the decision of the majority shall prevail. The contest may be stopped and declared "a no contest" at any stage of the bout.
In cases of injuries, the referee shall consult the stadium physician whose findings on the gravity of the injury shall be the basis of the decision to be rendered. The stadium physician should direct the stopping of a contest if in his opinion is grave enough to warrant the stoppage of the fight.
Only the referee can stop the fight.
The referee may disqualify a boxer for serious intentional fouling with or without any previous warning.
ARTICLE 39
Duties of the Referee
The referee shall, before starting a contest, ascertain from each boxer the name of his chief second, and shall hold such chief second responsible for the conduct of his assistant seconds during the progress of the contests.
The referee shall make the boxers shake hands and retire to their corners after giving instructions and shall not allow the boxers to shake hands again until the beginning of the last round.
In case of an eye cut or similar facial lacerations, the referee shall consult with the stadium physician. Such consultation shall take place upon the conclusion of a round or with time out, if an emergency takes place during the progress of the round. The referee's decision shall be guided by the Board examining physician's findings and advice.
During the progress of a round the referee shall not touch the boxers, except on the failure of one or both to obey the "break" command.
ARTICLE 40
Investigation in Case of Death or Serious Injury
In case of death or serious injury to a boxer, the Board shall immediately order an investigation to determine whether the death or serious injury resulted from the negligence, incompetence or malice of any person, or from circumstance not reasonably within the control of anyone. The Board shall proceed against the guilty party, if any is found after due hearing, in accordance with applicable laws and rules and regulations.
ARTICLE 41
Mid-Ring Instructions
The referee shall in mid-ring instruct the boxers as follows:
"You two (2) men are to box _______ rounds under the rules of the Games and Amusements Board. You know the rules of fouls. You are expected to follow them and fight cleanly. Points are deducted for each foul committed. Shake hands now and come out with your best."
ARTICLE 42
Inspection of Bandages, Mouthpiece and Gloves by Referees
The referee shall inspect the bandages and the gloves and make sure that no grease or other foreign substances have been applied to either the gloves or the bodies of the boxers to the detriment of an opponent. caITAC
It shall also be the duty of the referee to see to it that every boxer shall be equipped with the necessary foul protector.
No boxer will be allowed to box at any time during a bout without a mouthpiece. Each boxer should have a spare mouthpiece in his corner for the duration of the bout. If a boxer loses his mouthpiece during a round, the referee shall interrupt the round, retrieve and have the mouthpiece cleaned and returned in place. If the mouthpiece is expelled from the mouth of a boxer as a result of an exchange of blows, the referee shall await the cessation of the particular exchange before temporarily halting the contest and ordering the replacement of the mouthpiece. If a boxer intentionally expels or spits out his own mouthpiece, the referee, may at his discretion, penalize the offending boxer with a point deduction and have the mouthpiece replaced.
ARTICLE 43
Referee's Uniform
A referee shall sport a short, decent haircut and wear the following prescribed uniform in officiating contests: Black or dark blue trousers and light blue polo shirt with elbow length or long sleeves, open collar and regulation boxing shoes. (As amended on July 8, 1993)
ARTICLE 44
Boxer Out of the Ring
A boxer who has been knocked through (not pushed to) the ring in a contest shall not be helped back by his manager or his seconds. The referee shall begin to count as soon as the boxer leaves the inside of the ring ropes. If the boxer fails to return by the count of twenty (20), he is considered knocked out. The same procedure shall apply to a boxer who leaves the ring during the progress of the round.
When one boxer has fallen through the ropes, the other shall retire to the farthest neutral corner and remain there until the count is completed or his opponent is on his feet.
ARTICLE 45
Down without Being Struck
The referee may disqualify a boxer who goes down without being struck, for the purpose of avoiding a blow.
The referee shall start counting at the sound of the bell on a boxer who leaves the ring during the one-minute period between rounds and fails to be in the ring when the bell rings the signal to resume boxing.
The referee shall start counting on a boxer who fails to rise from his chair at the sound of the bell.
When a round has been completed and the contest halted, either by the respective corners or by the referee, and the bell to start the next round has not been rung, the contest shall be decided as a technical knockout scored in the round just completed.
ARTICLE 46
When a Boxer is Down
A boxer is down when any part of his body but his feet are on the floor. The referee may count on a boxer out either on the ropes, on the floor, or when rising from a down position.
The bell will not save a boxer who has been knocked down in any round.
There is NO Three (3) Knockdown Rule.
When the boxer is helpless the referee will stop the fight.
ARTICLE 47
Foul
The following are fouls:
a) Hitting below the belt. The "No-foul" rule refers to unintentional blows delivered below the belt and means that a boxer cannot be credited with a victory by claiming to have been fouled.
When an unintentional low blow has been landed, the offending boxer may be penalized by having points deducted from his score, and the fouled boxer may be given a five-minute rest period to recuperate. If and after this five-minute rest period the fouled boxer is unable or refuses to proceed with the contest, he loses the contest by technical knockout.
b) Holding an opponent with one hand and hitting him with the other. This is an unfair method of landing a blow and may have decisive effect because the boxer so struck is unable to avoid or move with the blow to break its force.
c) The kidney punch, i.e., striking at that part of the body over the kidneys.
d) The rabbitpunch, i.e., a blow struck at the back of the neck near the base of the skull, also done when in a clinch. However, a blow landed on the head behind the ear, or on the side of the neck, as the opponent turns his head to avoid it, is not a rabbit punch. ICHDca
e) Butting with the head or shoulder. A boxer who goes in head down and rams an opponent with his head or shoulder while in-fighting is butting. This kind of foul is likely to cause cuts in the opponent's face.
f) Thumbing which means the use of the thumb of the glove on the eyes of an opponent, or flickering with an open glove at the eyes of an opponent.
g) The use of the elbow or the knee on an opponent.
h) Wrestling an opponent.
i) Hitting an opponent who is down or arising after being down.
j) Hitting an opponent who is partly out of the ring and is prevented by the ropes from assuming a position or defense.
k) Holding or maintaining a clinch.
l) Back-hand blows.
m) Going down without being hit for the purpose of avoiding a blow.
n) The pivot, i.e., a blow delivered with arms outstretched and pivoting on the feet. This blow in effect used the arm as a club.
o) Lacing, i.e., a blow delivered with arms outstretched and pivoting of the feet. This blow in effect used the arm as a club.
p) Flicking with an open glove.
q) The use of abusive language in the ring.
r) Any unsportsmanlike trick or action or conduct causing injury or ignominy to an opponent, a Board official or the public.
s) All unintentional/illegal blows shall warrant the fouled boxer a five-minute rest period to recuperate. If and after this five-minute rest period the fouled boxer is unable or refuses to proceed with the contest, he shall be declared loser by technical knockout.
A contest may be terminated due to a serious eye cut or facial laceration caused by an accidental butt. In such cases, the following rules shall govern:
Head Butt.
There are two kinds of head butt, namely, intentional and unintentional or accidental. The referee shall determine whether a head butt is intentional or unintentional and accordingly indicate such determination to the ring panel officials. Either kind should be sanctioned whenever it occurs as follows:
A. Intentional Head Butt. When an intentional head butt is committed but no injury results therefrom, the referee shall call the attention of the offending boxer to the fact of the head butt and issue him a warning to exercise due care not to repeat the infraction. If, despite the warning to exercise due care not to repeat the infraction and the head butt is repeated but still causes no injury, the referee may impose a one-point deduction penalty against the offending boxer, signaling the judges to effect the deduction. When the intentional head butt inflicts injury, such as an eye or facial cut or laceration, but the injured boxer is determined as fit to continue fighting, the referee shall penalize the offending boxer with a two points deduction, clearly signaling the judges to make the deduction. When the injury caused by the intentional head butt is such that the injured boxer is determined to be no longer fit to continue to fight by reason thereof, the offending boxer shall be declared the loser by disqualification.
B. Unintentional or Accidental Head Butt. If the head butt is accidental and no injury results therefrom, the referee may in his discretion either allow the fight to go on without interruption or call the attention of the offending boxer to the fact of the head butt and to exercise due care not to repeat the same. If the accidental head butt, however, results in the infliction of an injury, such as eye or facial cut or laceration, the following rules shall be applied:
1. In a bout consisting of four (4) or six (6) rounds, if the cut occurs in the first half of the stipulated number of rounds, the bout shall be declared a technical draw. If the cut occurs in the second half of the stipulated number of rounds, and the fight is stopped by the referee by reason of the cut, the boxer ahead on points in the judge's score cards, including the score in the round in which the fight is stopped, even if it is only a partial round, shall be declared winner by technical decision. Unfinished or incomplete round shall be scored.
In an eight (8) or more rounds bout, if the cut occurs before the fifth round of the stipulated number of rounds, and the boxer with the cut is unable to continue fighting, the contest shall be declared a technical draw. If the boxer that sustains the cut is able to continue fighting, the referee shall instruct the boxers to proceed fighting. There will be no point deduction. If the cut is sustained, or worsened by a legitimate punch in any round after the bell signaling the start of the fifth round and the fight is stopped by the referee by reason thereof, the boxer who is ahead in the judges' score card, including the round in which the bout was stopped, even if it was only a partial round, shall be declared winner by technical decision. Unfinished or incomplete round shall be scored. In the event that the cut is further aggravated by another accidental head butt and the fight is stopped, the same rule applies. However, if the boxer with the cut refuses to continue to fight by reason of the cut although he is still able to, he shall be declared loser by technical knockout. TCAScE
C. Cuts
If a cut is sustained by either boxer during the bout, the referee shall interrupt the bout and consult the ring doctor to determine the condition of the cut and whether the bout should still continue. The ring doctor will examine the cut and, if he determines that the cut is of such serious kind as to pose a risk to the health of the boxer concerned and to warrant stopping the bout, he will inform the referee to indicate that the cut represents a real danger to the boxer's health and that he is requesting that the bout be stopped by reason thereof. The referee shall consider the ring doctor's opinion about the risk of the cut to the boxer's health and his recommendation to stop the bout. However, the final authority and decision to stop the bout belongs to and may be exercised only by the referee.
ARTICLE 48
Penalties for Fouling
Any boxer guilty of a foul shall be penalized by a deduction of points in his scorecard, or by disqualification.
ARTICLE 49
Judge's and Referee's Decision Final
Judges and referee's decision in a contest, once rendered is final except when a formal protest is made and reviewed by the Board.
ARTICLE 50
Designation of Official
For all contests, only licensed referees, judges, examining physicians, timekeepers and announcers shall have authority to perform their respective functions.
In case of a championship contest, the Board shall make a written notice to the promoter five (5) days before the event, the list of ring officials designated by the Board to officiate in the championship contest.
ARTICLE 51
System of Scoring
Scoring shall be by 10-point must system. The winner of any round gets 10 points while the loser receives 9 points or less, depending upon the decisiveness by which the winner won the round.
The "10-point must" system of scoring shall be applied as follows:

| Overwhelming and one-sided | 10-7 |
Clean hitting, ring generalship and sportsmanlike shall be carefully considered. A clean knockdown, being the closest approach to a knockout, shall be scored heavily.
The use of foul blows and other foul tactics shall result in a penalty of one point for each foul committed and referee shall advise the judges of the number of points to be deducted immediately upon the termination of the round during which such fouls were committed.
In case of foul: after three (3) warnings, the referee shall deduct a point. Another two (2) warnings shall merit another point deduction. Another stern warning and final warning, succeeding foul will mean outright disqualification.
Referees and judges shall clearly write their decision and sign them. (As amended on July 8, 1993)
ARTICLE 52
Kinds of Decision
1. Knockout (K.O.) — when a contest is terminated after ten (10) seconds have been counted over one of the boxers.
2. Technical Knock Out (T.K.O.) — when a contest is terminated due to:
(a). One-sidedness of the contest.
(b). Boxer's refusal to continue after claiming to have been hit below the belt. (no-foul rule)
(c). Serious injury to one of the boxers.
(d). Boxer's refusal to continue with the contest.
3. Unanimous Decision — when all three judges cast their verdicts for one boxer.
4. Majority Decision — when two judges cast their verdicts for one boxer and one judge call it a draw. cTDaEH
5. Split Decision — when two judges cast their verdicts for one boxer and one judge for the other boxer.
6. Unanimous Draw — when all three judges call the contest a draw.
7. Majority Draw — when two judges call it a draw and the third judge rules in favor of one of the boxers.
8. Split Draw — when one judge vote for one boxer, the second judge vote for the other and third judge calls it a draw.
9. Technical Draw — In an eight (8) or more rounds bout, when the contest is terminated due to an accidental butt causing serious eye cut or facial laceration suffered during the first four (4) rounds of the contest. In a bout consisting of four (4) or six (6) rounds, the same rules will apply if the cut occurs in the first half of the stipulated number of rounds.
10. Technical Decision — In an eight (8) or more rounds bout, when the contest is terminated by an accidental butt after the bell signals the start of the fifth round, whoever is leading on points is declare the winner. In a bout consisting of four (4) and six (6) rounds, the same rules will apply if the cut occurs after the bell signals the start of the second half of the stipulated number of rounds.
ARTICLE 53
Termination of a Contest by "Force Majeure"
When a contest is terminated and cannot be resumed due to causes beyond human control such as power failure, typhoons, fire, earthquake, flood, etc., and less than one-half (1/2) of the scheduled contest has taken place, the contest shall be called a technical draw. If the contest is more than one half (1/2) over, the decision shall be awarded to the boxer who is ahead on points.
ARTICLE 54
Use of Prohibited Drugs
It shall be absolutely prohibited for a boxer to imbibe anything except water during the fight, and to use drugs, stimulants, smelling substances or any similar substance during on or before the fight. Any violation of this prohibition shall be a sufficient cause for disqualification of a boxer and/or for any other disciplinary measures.
The use of Morsel's Solution or any similar drug composed of iron derivatives for the stopping of hemorrhage in the ring during the contest shall not be allowed.
The Board through its fight supervisor or ring physician may, on its discretion, require a boxer to submit himself to an immediate laboratory exam for prohibited drugs.
ARTICLE 55
Health and Safety
The Board recommends that each applicant for a license complete a medical examination to include but not limited to Ophthalmological, annual physical and Neurological examination.
The Board may also require anti-doping test for illegal controlled substances on all boxers who are participating in a scheduled event. All contestants may be required to provide urine samples prior to entering the ring to compete.
The ambulance required continuously at the venue with emergency personnel, must have equipment to aid the ringside physician in the event of an injury to the contestants. The ringside physician will be assisted by at least two (2) paramedical personnel.
The ringside physician must have at his/her disposal at ringside portable oxygen and other emergency equipment and materials.
In addition to pre-bout physical examinations during the weigh-ins, all contestants must undergo a post-bout examination following the bout in which the contestant participated by the ringside physician. The results of the post-bout examination will be documented on a Board approved medical form and signed by the physician conducting the examination.
Any contestant who has sustained any severe injury or actual knockout in a bout shall receive appropriate medical examination and treatment. Such examination may include any or all of the procedures as directed by the ringside physician and/or the Board. The Board may suspend such contestant until he/she is fully recovered and similarly, may extend the suspension already imposed until such time as the contestant has been examined and cleared to return to boxing by a medical doctor (MD).
In the event of any serious physical injury, the ringside physician shall immediately render any emergency treatment necessary, recommend further treatment or hospitalization if required. The ringside physician may also require the injured contestant to remain in the ring, or on the premises, or report to a hospital after the contest for such time period as he deems advisable.
It is recommended that Bio-hazards bags/containers be placed in the corners and in the dressing rooms. If a contestant suffers a loss of consciousness, the contestant must have a brain scan and be cleared by a neurologist to return to boxing.
ARTICLE 56
Gloves
"In all contests, the gloves used must weight: cSaATC
(a). from minimum-weight up to lightweight, 8 ounces
(b). from super lightweight and up, 10 ounces"
Gloves must be examined by the Board's representative. If padding is found to be imperfect, other gloves shall be substituted.
No breaking, roughing or twisting of gloves shall be allowed.
If gloves have been used in other bouts, they must be whole, clean and in sanitary condition if to be used again.
Gloves for the main contest must be put in the supervisor's panel after the referee has first inspected the bandaged hands of the boxers.
After the gloves have been tied, the lacing shall be held place by adhesive tape only around the wrists.
ARTICLE 57
Bandages
The bandages and gloves will be applied and removed in the dressing room under the supervision of the GAB or its representative, and a second of the opposing boxer.
The bandage must be of crepe or gauze and their length shall be enough to protect the boxer's hands. The adhesive tape will be placed only on the dorsum of the hand but not on the knuckles, which must be protected, only by the bandages. The use of any liquid or other substance on the bandages is prohibited.
Bandages shall be submitted for inspection to the representative of the Board and each boxer shall also be permitted to inspect the bandages of his opponent. The bandages shall be signed or stamped by the representative of the Board. The purpose of the bandages is to protect the hand and not to add force to a blow.
ARTICLE 58
Appearance of Boxer
Boxers must present a clean and tidy appearance.
ARTICLE 59
Boxer's Costumes
Boxers must be in their modest attire.
The belt of the trunks shall not extend above the waist line.
Shoes shall be of soft material, and shall not be fitted with spikes, cleats, hard soles or hand heals. Socks rolled down to the top of the shoes may be of any color. Shoe laces shall be held in place by a strip of adhesive tape around the shoe taps.
Every boxer shall be equipped with the necessary foul protector, pelvic protector girdle for the protection of the pubic area and breast protector or protected sports bra for women. The breast protector must be well fitted and not interfere with the female boxers ability to box.
ARTICLE 60
The Ring
The ring shall not be less than sixteen (16) nor more than twenty-four (24) feet square within the ropes, the ring floor to extend beyond the ropes not less than eighteen (18) inches. The ring post shall not be nearer to the ring ropes than eighteen (18) inches. The ring shall be padded with felt, corrugated paper, matting or other soft material to a thickness of not less than one and one-half (1 1/2) inches, padding extending to one (1) foot beyond the ring ropes, with a top covering of canvas, duck of similar material tightly stretched and laced to the ring platform. Material that tends to gather in lumps or ridges or which packs down shall not be used. Padding shall be inspected regularly by the Board.
Substances such as US Rubber and Oxits providing resiliency and air pockets or hoiler felt are recommended. Padding shall be approved by a Board representative as well as by the Board physician.
ARTICLE 61
Ring Ropes
Ring ropes shall not be less than four (4) in number, not less than one (1) inch in diameter; the lower rope, eighteen inches above the ring floor; the second rope, twenty-nine and one-half (29 1/2) inches above the floor; the third rope, forty-one (41) inches above the floor and the fourth rope, fifty-two (52) inches above the floor. Ropes shall be wrapped in soft material, preferably velvet to avoid rope burns. Straps shall be mandatory on all sides (2 on each side). (As amended on July 8, 1993)
ARTICLE 62
Obstructions
The entire ring platform shall be cleared of all obstruction including buckets, stools, etc., the instant the bell indicates the beginning of a round, and none of these articles shall be placed on the ring floor until the bell has ended the round.
ARTICLE 63
Tickets
The number and prices of patron and sponsor tickets issued shall likewise be reported by the promoter to the Board or its representative before the contest. cHDAIS
No one except the officials designated by the Board shall be allowed to sit at the official's table unless actually engaged in reporting the contest.
All complimentary tickets shall be marked "complimentary" in bold letters.
Under no circumstances shall a ticket holder be allowed to pass through the gate without having the ticket separated from the stub, or be allowed to occupy a seat unless in possession of the ticket stub.
The sale of tickets shall not exceed the seating capacity of the house and no tickets shall be issued for standing room only nor shall any person be sold the right of admission without a ticket.
No printed admission tickets already used or intended to be used and remaining unsold for one show may be resold for a subsequent show.
ARTICLE 64
Injured Boxer's Relief Fund
The Board may authorize a GAB Boxer's Relief Fund for the purpose of dispensing relief to injured or indigent boxers or giving them financial assistance. This fund may be made possible by voluntary contributions or donations or from fund-raising activities the Board may authorize or from mandatory contributions of one percent (1%) boxer's purses but not to exceed P10,000 per boxer for every fight whether locally or in foreign countries, with recipients of larger purses making donations in voluntary sum.
This fund shall be administered by the Chairman of the Board and the members of the Boxer's Welfare and Ratings Committee.
ARTICLE 65
Compensations

ARTICLE 66
Motion for Reconsideration
Any motion for reconsideration of any action taken by the Board under the provisions of these Rules and Regulations shall be made in writing and filed with the Board within a period of forty-eight (48) hours, Sundays, Saturdays and Holidays excluded, from the time notice has been served upon the party or parties concerned, of the action taken by the Board. ARTICLE 67
Appeal
Parties affected by a decision of the Board may appeal in writing to the Office of the President within a period of seventy-two (72) hours from notice thereof and accompanied by an appeal fee of fifty pesos (P50.00) to be paid on GAB offices.
ARTICLE 68
Miscellaneous Provisions
(a) The Philippine national championship, regional, oriental, international and its equivalent boxing organizations as well as world championship contest shall be held for twelve (12) three minutes round and one (1) minute rest in each round. Any private boxing organization/association established in the Philippines and operates under the rules of the GAB that promote their own championship boxing contest shall be allowed only in a ten (10) three minutes rounds and one minute rest in each round.
(b) Except as the Board may allow, contests shall be allowed not often than twice a week in a city or town from 2:00 o'clock in the afternoon until not later than 12:00 o'clock midnight.
(c) All suspensions and retirements of boxers shall be communicated by the Secretary of the Board to the Oriental and Pacific Boxing Federation and other regional or international boxing organization. Such suspensions and retirements shall be lifted only by the imposing Board or commission.
(d) Any subject matter not covered by these Rules and Regulations shall be governed by Executive Order No. 120, dated February 26, 1948, as amended Presidential Decree No. 871. The boxing rules of the Word Boxing Council (WBC) or the World Boxing Association (WBA) or other world boxing bodies shall be applied in a suppletory character, unless they are contrary to the provisions and spirit of these rules and regulations.
ARTICLE 69
Repealing Clause
The Rules and Regulations which were adopted by the Board on August 21, 1956, and approved by the Assistant Executive Secretary on October 5, 1956, are hereby repealed.
ARTICLE 70
Separability Clause
If for any reason, any section or provision of this Rules and Regulations is declared unconstitutional or invalid the other sections or provisions hereof, which are not affected thereby, shall continue in full force and effect.
ARTICLE 71
Effectivity
These Rules and Regulations shall take effect upon approval.
