The OCA Circular No. 196-2022 emphasizes the importance of accurate reporting on Children in Conflict with the Law (CICL) by Family Courts in the Philippines, reiterating directives from OCA Circular No. 120-2019. Family Courts are required to submit quarterly reports on CICL data, which should now be emailed in Excel or OpenOffice format rather than as hard or PDF copies. Courts with no data to report in a given period are not obligated to submit reports, as clarified in OCA Circular No. 122-2022. It has come to the attention of this Office that despite the issuance of OCA Circular No. 120-2019 dated 17 July 2019 (Re: Inclusion of the Children in Conflict with Law (CICL) Data in the Reports being submitted by the Family Courts to the Office of the Court Administrator relative to the number of cases undergoing Diversion and Disposition), several courts are not faithfully reporting their data on CICL. The said circular mandates that the report on CICL shall be submitted on a quarterly basis, to be attached to the corresponding monthly report of cases.
Thus, all concerned are hereby REMINDED to periodically submit the subject reports on CICL in accordance with the directives in OCA Circular No. 120-2019. However, instead of submitting hard copies or PDF copies of said reports, the same shall be sent via e-mail to the official e-mail addresses of the Statistical Reports Division (SRD), Court Management Office (CMO), Office of the Court Administrator, in Microsoft Excel or OpenOffice Calc format. Attached herein as Annex "A" are the different e-mail address of the SRD, CMO.

Please be reminded, however, that if in a particular period, the concerned court has nothing to report, the submission of the subject report is not necessary pursuant to OCA Circular No. 122-2022 dated 26 May 2022.
