MEMORANDUM ORDER NO. 339

RECONSTITUTING THE PREQUALIFICATION, EVALUATION AND AWARDS COMMITTEE OF THE PROPERTIES COMMITTEE FOR THE DEVELOPMENT OF THE PHILIPPINE PROPERTIES IN JAPAN INTO A PREQUALIFICATION, BIDS AND AWARDS COMMITTEE

WHEREAS, the Properties Committee agreed to create a Prequalification, Evaluation and Awards Committee (PEAC) for the development of the Philippine properties in Japan;

WHEREAS, the PEAC is now undertaking the selection of a developer for the Roppongi properties thus requiring its reconstitution from the Prequalification, Evaluation and Awards Committee into a Prequalification, Bids and Awards Committee; cd

NOW, THEREFORE, I, FIDEL V. RAMOS. President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby reconstitute the Prequalification, Evaluation and Awards Committee of the Properties Committee into the Prequalification, Bids and Awards Committee (PBAC).

SECTION 1. Composition. — The PBAC, chaired by the Undersecretary of Foreign Affairs shall be composed of representatives from the following departments/agencies:

a. Department of Justice

b. Department of Public Works and Highways

c. Assets Privatization Trust

d. Presidential Management Staff

e. Public Estates Authority

SECTION 2. Functions. — The Committee shall perform the following functions:

a. Conduct the prequalification of consultants and developers for the Philippine properties in Japan:

b. Evaluate all the proposals of participating consultants and developers;

c. Recommend the awarding of contracts for services and development of the subject properties; and

d. Render a regular report to the Executive Secretary/Chairman of the Properties Committee.

SECTION 3. Effectivity. — This Memorandum Order shall take effect immediately.
