PROCLAMATION NO. 1536

RESERVING THE THREE PARCELS OF LAND LOCATED AT CAMP CASTAÑEDA, MUNICIPALITY OF SILANG, PROVINCE OF CAVITE, AS PHILIPPINE NATIONAL POLICE (PNP) RESERVATION, AND FURTHER RESERVING CERTAIN PORTION THEREOF FOR OFF-BASE AND ON-BASE HOUSING OF PNP, BJMP, BFP AND AFP PERSONNEL UNDER THE ADMINISTRATION OF THE CHIEF, PNP

WHEREAS, the Government of the Republic of the Philippines is the registered owner of three parcels of land situated in Silang, Cavite, and covered by Transfer Certificate of Title (TCT) No. T-4386, T-33540 and T-33539 of the Registry of Deeds for Cavite, also known as Camp Castañeda, containing a total land area of fifty-nine (59) hectares, more or less;

WHEREAS, the aforesaid land was reserved for the use of the Armed Forces of the Philippines (AFP), particularly by the Philippine Constabulary (PC)/Integrated National Police (INP) as a training camp for PC and INP personnel;

WHEREAS, R.A. 6975, otherwise known as the "Department of Interior and Local Government Act of 1990", which took effect on January 2, 1991, abolished the PC/INP as one of the major services of the AFP, and in its place the PNP was established, a civilian agency under the administrative control and operational supervision of the National Police Commission; DHacTC

WHEREAS, the PNP, which stepped into the shoe and now performs the functions of the defunct PC/INP, needs the aforesaid land to enhance its capability by putting thereon training facilities to promote the professional growth of its members, as well as off and on base housing to uplift the welfare of PNP, BJMP, BFP and AFP personnel and their respective dependents;

WHEREAS, the foregoing warrants the issuance of this Proclamation, which shall transfer the beneficial ownership of the land adverted to above to the PNP and, at the same time, serve as the authority of the Chief, PNP for its development in coordination with the other agencies of the government and the private sector. NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the power vested in me by law, do hereby order:

SECTION 1. The three parcels of land with a total land area of fifty-nine (59) hectares, known as Camp Castañeda, is hereby proclaimed as a PNP Reservation and that certain portions thereof is further reserved for off-base and on-base housing of Philippine National Police (PNP), Bureau of Jail Management and Penology (BJMP), Bureau of Fire Protection (BFP) and Armed Forces of the Philippines (AFP) personnel, which shall be under the administration of the Chief, PNP. The lands herein mentioned are particularly described as follows:

A. PNP RESERVATION

A parcel of land (Lot 4-A of the subdivision plan PSD-63176, being a portion of Lot 4 of plan Psu-65830, L.R.C. Record No. N-9019), situated in the Barrio of Lumil, Municipality of Silang, Province of Cavite. Record No. ), situated in the Barrio of Lumil, Municipality of Silang, Province of Cavite. Bounded on the SW., along line 1-2-3 by Lot 3 of the consolidation-subdivision plan; on the NE., along line 3-1 by Lot 4-A, Psd-63176. Beginning at point marked "1" on plan being N. 78 deg. 17'E., 3224.35 m. from BLBM 1, Pook, Silang, thence N. 56 deg. 34'W., 310.38 m. to point 2; thence N. 38 deg. 17'E., 55.02 m. to point 3; thence S. 46 deg. 24'E., 310.60 m. to the point of beginning; containing an area of EIGHT THOUSAND FIVE HUNDRED EIGHT (8,508) SQUARE METERS. SECTION 2. The beneficial ownership of the areas specifically reserved for the sole use of the PNP in furtherance of its missions and functions and for such other uses and purposes, consistent with its objective of promoting the best interest of the police organization and the welfare of its personnel, is hereby vested to the PNP. To expedite its development, the Chief, PNP is hereby authorized to enter into any appropriate contractual arrangement with any agency of the government or with the private sector in accordance with existing laws, rules and regulations.

SECTION 3. With regard to the area reserved for on-base and off-base housing of PNP, BFP, BJMP and AFP personnel, the Chief, PNP is hereby authorized to prepare the development plans with the assistance and cooperation of the Chief of Staff, AFP, Director, BJMP and Director, BFP. The Chief, PNP shall be the administrator of the area herein mentioned.

SECTION 4. All proclamations, orders and issuances which are inconsistent with this Proclamation are hereby repealed, amended and set aside.
