National Educational and Fund Campaign of the Elks Cerebral Palsy Project, Inc.
Proclamation No. 2437, issued on August 3, 1985, authorizes the Elks Cerebral Palsy Project, Inc. to conduct a national educational and fundraising campaign starting September 1, 1985, and annually thereafter. This initiative aims to address the challenges faced by the approximately 1,400 children born with cerebral palsy each year in the Philippines, emphasizing the importance of proper therapy and treatment. The campaign seeks to educate the public about cerebral palsy and raise funds for the Elks Cerebral Palsy Rehabilitation Center to improve facilities and care for affected individuals. President Ferdinand E. Marcos calls on all citizens to support this humanitarian effort.

AUTHORIZING THE ELKS CEREBRAL PALSY PROJECT, INC., TO CONDUCT A NATIONAL EDUCATIONAL AND FUND CAMPAIGN DURING THE PERIOD STARTING SEPTEMBER 1, 1985 AND EVERY YEAR THEREAFTER
WHEREAS, some 1,400 children are born yearly in the Philippines afflicted with cerebral palsy, a condition which impairs and causes complete loss of muscular control, rendering those afflicted unable to take care of themselves.
WHEREAS, cerebral palsied children, given proper therapy and treatment, may be improved to such a degree as to relieve their parents and the community of the burden of attending to their needs and become useful citizens; and
WHEREAS, there is an urgent need for an intensive campaign to educate the people on various aspects of cerebral palsy with a view of minimizing its deleterious effects, and to raise funds for the operation and expansion of present facilities of the Elks Cerebral Palsy Rehabilitation Center for the treatment of those afflicted with it;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby authorize the Elks Cerebral Palsy Project, Inc., to conduct a national educational and fund campaign during the period starting September 1, 1985 and every year thereafter. I call upon all citizens and resident of the Philippines, irrespective of race or creed, to support the humanitarian campaign by giving generously of their means to alleviate the miserable plight of these unfortunate individuals.
