Proclamation No. 2276, issued on March 3, 1983, authorizes the Elks Cerebral Palsy Project, Inc. to conduct a national educational and fundraising campaign from April 1 to August 31 during the years 1983, 1984, and 1985. This initiative aims to address the significant number of children born with cerebral palsy in the Philippines by promoting awareness and raising funds for the Elks Cerebral Palsy Rehabilitation Center. The campaign seeks to improve the lives of affected children through therapy and treatment, ultimately helping them become productive members of society. President Ferdinand E. PROCLAMATION NO. 2276

AUTHORIZING THE ELKS CEREBRAL PALSY PROJECT, INC. TO CONDUCT A NATIONAL EDUCATIONAL AND FUND CAMPAIGN DURING THE PERIOD FROM APRIL 1 TO AUGUST 31, 1983, 1984 AND 1985

WHEREAS, some 1,400 children are born yearly in the Philippines afflicted with cerebral palsy, a condition which impairs and causes complete loss of muscular control, rendering those afflicted unable to take care of themselves;

WHEREAS, cerebral palsied children, given proper therapy and treatment, may be improved to such a degree as to relieve their parents and the community of the burden of attending to their needs and become useful citizens; and

WHEREAS, there is an urgent need for an intensive campaign to educate the people on various aspects of cerebral palsy with a view of minimizing its deleterious effects, and to raise funds for the operation and expansion of present facilities of the Elks Cerebral Palsy Rehabilitation Center for the treatment of those afflicted with it;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby authorize the Elks Cerebral Palsy Project, Inc., to conduct a national educational and fund campaign during the period from April 1 to August 31, 1983, 1984 and 1985. I call upon all citizens and residents of the Philippines, irrespective of race or creed, to support the humanitarian campaign by giving generously of their means to alleviate the miserable plight of these unfortunate individuals.
