Republic Act No. 9703, enacted on August 7, 2009, designates a stretch of the national highway along the Davao Oriental-Surigao Coastal Road as the Pres. Diosdado P. Macapagal National Highway. This highway begins at the boundary of Compostela Valley and Davao Oriental and extends to the boundary of the First and Second districts of Davao Oriental. The Department of Public Works and Highways is tasked with issuing the necessary rules and orders for the implementation of this Act. The law takes effect 15 days after its publication in a newspaper of general circulation.

AN ACT NAMING A STRETCH OF THE NATIONAL HIGHWAY ALONG THE DAVAO ORIENTAL-SURIGAO COASTAL ROAD WHICH BEGINS AT THE BOUNDARY OF THE PROVINCES OF COMPOSTELA VALLEY AND DAVAO ORIENTAL UP TO THE BOUNDARY OF THE FIRST AND SECOND DISTRICTS OF THE PROVINCE OF DAVAO ORIENTAL AS THE PRES. DIOSDADO P. MACAPAGAL NATIONAL HIGHWAY
SECTION 1. A stretch of the national highway along the Davao Oriental-Surigao Coastal Road which begins at the boundary of the provinces of Compostela Valley and Davao Oriental at Barangay Pintatagan, Municipality of Banaybanay traversing the municipalities of Lupon and San Isidro up to the boundary of the First and Second districts of the Province of Davao Oriental at Barangay Mayo in the City of Mati, Province of Davao Oriental shall hereinafter be known as the Pres. Diosdado P. Macapagal National Highway. ADaECI
SECTION 2. The Department of Public Works and Highways shall issue the necessary rules, orders and circulars to implement the provision of this Act.
SECTION 3. This Act shall take effect fifteen (15) days after its publication in a newspaper of general circulation.
