Memorandum Circular No. 05, issued on August 23, 2022, suspends work in government offices and classes in public schools in the National Capital Region and surrounding provinces due to ongoing inclement weather, effective from 1:00 PM on August 23 until August 24, 2022. Essential services related to health, disaster preparedness, and other vital functions are exempt from this suspension and must continue operations. The decision for private companies and schools to suspend work is left to their discretion. This Circular took effect immediately and was published in the Official Gazette on September 5, 2022.

MEMORANDUM CIRCULAR NO. 05
Upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), and in view of the continuing inclement weather, work in government offices and classes in public schools at all levels in the National Capital Region, including the provinces of Cavite, Laguna, Rizal, Bulacan, Zambales, and Bataan are hereby suspended on 23 August 2022, effective 1:00 PM, until 24 August 2022.
However, those agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue with their operations and render the necessary services.
The suspension of work for private companies, offices and schools is left to the discretion of their respective heads.
This Circular shall take effect immediately.
