Longevity Pay to AFP Officers
Republic Act No. 1134, enacted on June 15, 1954, establishes a longevity pay system for officers of the Armed Forces of the Philippines. Officers will receive an additional pay equivalent to 10% of their monthly base salary for every five years of service, with the total longevity pay capped at 50% of the monthly base pay. This additional compensation is compounded every five years, but it does not authorize back pay for prior service periods. The Act also includes provisions for counting the active duty of reserve officers and repeals a related earlier law. It took effect on July 1, 1954.

REPUBLIC ACT NO. 1134
AN ACT TO PROVIDE FOR LONGEVITY PAY TO OFFICERS OF THE ARMED FORCES OF THE PHILIPPINES
SECTION 1. Hereafter each officer of the Armed Forces of the Philippines shall receive in addition to his monthly base pay longevity pay equivalent to ten per centum of the monthly base pay authorized for his grade for each five years of faithful and efficient service heretofore or hereafter rendered as an officer or the Armed Forces of the Philippines and of recognized guerrilla units, such additional pay to be compounded every five years: Provided, That the total amount of longevity pay shall not exceed fifty per centum of the officer's monthly base pay as prescribed by law: Provided, further, That nothing in this section shall be construed as authorizing payment of any back longevity pay for any period of services heretofore rendered. acd
SECTION 2. For purposes of this Act, the sum total of the active tours of duty of reserve officers shall be counted.
SECTION 3. Section five (d) of Republic Act Numbered Two hundred ninety-one is hereby repealed.
SECTION 4. This Act shall take effect on July 1, 1954.
