Lifting the Ban on Silica Sand Mining in Northern Palawan, Calamian Group of Islands and the Malampaya Sound
Letter of Instructions No. 1508, issued on January 15, 1986, lifts the ban on silica sand mining in Northern Palawan and the Calamian Group of Islands, facilitating mining activities as part of the national economic recovery program. This decision aims to enhance foreign exchange earnings and promote self-employment among local communities, particularly the poorer sectors, in line with the Small Scale Mining Decree of 1984 (P.D. 1899). However, any mining permits granted will include a condition that requires cessation of activities if they interfere with existing oil exploration and development in the area, ensuring no liabilities for the government.
