LETTER OF INSTRUCTIONS NO. 887

You are hereby instructed to include a condition in the grant of permits to any applicant under the sand and gravel regulations, "that national and local government offices extracting sand and gravel within their permit areas shall not be charged any fee for the extraction of those materials, provided that such materials extracted are used exclusively in infrastructure projects duly certified by the government agency concerned." Steps should also be taken so that all previous sand and gravel permits should likewise incorporate this condition.
The condition stated in Letter of Instruction No. 243 is hereby superseded.
